Job Overview: The position of Asistente de Programas EPR - Acciones Anticipatorias is crucial for the World Food Programme's efforts in emergency preparedness and response. The incumbent will be responsible for designing, implementing, and monitoring programs related to emergency preparedness, particularly focusing on anticipatory actions. This role involves close collaboration with government institutions and partner organizations to ensure effective responses to crises. The position requires a proactive approach to developing operational procedures and ensuring that the organization is prepared to act swiftly when necessary. The successful candidate will contribute to the strategic planning and execution of emergency responses, ensuring that resources are allocated effectively and that lessons learned are documented and shared. This role is vital in enhancing the resilience of vulnerable populations in El Salvador, particularly in the face of climate change and natural disasters.
Duties and Responsibilities:
Support policy dialogue and harmonization of anticipatory action activities with national social protection strategies and disaster risk management frameworks.
Develop standard operating procedures for anticipatory action both internally and in collaboration with partners, ensuring operational readiness to act swiftly when activation thresholds are reached, tested through simulation exercises.
Assist in designing and implementing scalable cash transfer programs and other social assistance tools (cash transfers, vouchers, etc.).
Document and share lessons learned on anticipatory approaches with other program units and relevant external stakeholders.
Contribute to emergency assessment capacity building, contingency planning, stakeholder training, scenario development, simulations, preparedness tools, and operational concepts to ensure adequate operational readiness and, where possible, a transition plan for more sustainable emergency responses.
Strong report writing and analytical skills related to program tools.
Experience in liaising and coordinating with government counterparts, NGOs, and other local actors. Desired experience includes:
Proven experience in developing plans or direct interventions for anticipatory actions.
Advanced knowledge in meteorology and forecasting.
Experience working with communities vulnerable to disaster risks.
Experience in humanitarian organizations or public institutions focused on preparedness, ideally in emergency preparedness.
Experience in coordinating or managing projects requiring timely budget execution.
Experience leading or managing multidisciplinary teams in traditional and emergency settings.
Educational Background: A bachelor's degree in geophysics, meteorology, agricultural engineering, environmental science, or related fields is required. Additional training in project management, budgeting, and anticipatory actions is preferred.
Experience: The position requires a minimum of 5 years of relevant experience in emergency preparedness and response or climate resilience activities. Candidates should have a strong background in early warning systems and anticipatory actions, as well as experience in project implementation and coordination with various stakeholders.
Languages: Fluency in Spanish is mandatory, and knowledge of English is highly desirable. Proficiency in additional languages may be considered an asset.
Additional Notes: The contract type is a Service Contract (SC6) for a duration of 1 year. The position is based in San Salvador, El Salvador.
