Job Overview:
The Programme Management Specialist position is located in the FAO Country Office in the Philippines and reports to the Assistant FAO Representative (Programme). The role is crucial in overseeing projects aligned with the updated Country Programming Framework for 2025-2028, which focuses on health, resilience, productive agriculture, and climate-resilient agrifood systems. The specialist will support the expansion of the programme portfolio, resource mobilization, and the preparation of technical documents. This position requires a proactive approach to developing proposals, concept notes, and reports that promote agriculture and rural development, particularly in both development and humanitarian contexts. The specialist will also ensure compliance with project cycle guidelines and contribute to the monitoring and evaluation of programmes and projects, thereby playing a key role in achieving FAO's strategic objectives in the Philippines.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Specialist include supporting the expansion of the programme portfolio, resource mobilization, and preparing reports and technical documents under the guidance of the FAO Representative and Assistant FAO Representative (Programme). The specialist will develop proposals, concept notes, technical briefs, and other knowledge products, ensuring they align with FAO's mandate. Responsibilities also include reviewing Terms of Reference for affiliate workforce, developing letters of agreements for service providers, and coordinating with consultants to monitor project implementation. The specialist will assist in project management tasks such as opening projects, tracking budgets, and processing revisions. Additionally, the role involves supporting the monitoring of programmes and projects, reviewing progress reports, facilitating technical reviews of consultants' inputs, and participating in forums related to agriculture and rural development. The specialist will conduct capacity development activities, prepare background materials for briefings, and coordinate government participation in workshops and trainings, among other relevant duties.

Required Qualifications:
Candidates must possess a University Degree in Agriculture, Agricultural Economics, Agribusiness Management, Rural Development, or related fields pertinent to FAO's mandate. A minimum of 7 years of professional experience in planning, implementing, and monitoring rural development programmes/projects is required. Additionally, candidates must have a working knowledge (level C) of English and must be either nationals of the Philippines or legal residents with a valid work permit. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.

Educational Background:
The educational background required for the Programme Management Specialist position includes a University Degree in relevant fields such as Agriculture, Agricultural Economics, Agribusiness Management, or Rural Development. Experience:
