Job Overview:
The National Project Support Officer will play a crucial role in supporting the Programme Support Unit (PSU) under the direct supervision of the Chief of Mission (CoM) in the Dominican Republic. This position is integral to the mission's strategic planning processes, ensuring that all projects align with IOM's strategic priorities and comply with institutional standards and donor requirements. The officer will act as a key liaison for donor and partner engagement, promoting transparency and effective resource management. Responsibilities include coordinating project planning and monitoring, developing donor proposals and reports, and implementing monitoring and evaluation (M&E) frameworks. The officer will also facilitate inter-unit coordination and integrate cross-cutting approaches in line with IOM policies, contributing to the development and update of PSU work plans that align with organizational priorities and donor requirements.

Duties and Responsibilities:
The duties and responsibilities of the National Project Support Officer include:
  • Supporting the Programme Support Unit in strategic planning and project management.
  • Verifying technical quality and alignment of projects with IOM strategic priorities.
  • Ensuring compliance with institutional standards and donor requirements.
  • Coordinating project planning and monitoring activities.
  • Developing and submitting donor proposals and reports.
  • Implementing monitoring and evaluation frameworks to assess project effectiveness.
  • Facilitating inter-unit coordination and collaboration.
  • Contributing to the development and updating of PSU work plans.
  • Organizing follow-up meetings with technical and financial teams to monitor progress and address challenges. 1
  • Analyzing data for periodic reports and strategic presentations. 1
  • Supporting risk management activities and identifying new funding opportunities. 1
  • Supervising PSU staff and fostering a collaborative work environment. 1
  • Performing additional duties as assigned by the Chief of Mission.

Required Qualifications:
Candidates must possess a Bachelor’s degree in law, International Relations, Education, Social Sciences, Business Administration, Development Studies, Sociology, Social Work, Economics, or a related field, along with two years of relevant professional experience. A Master’s degree in the aforementioned fields is preferred. Candidates should have experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs, particularly in contexts involving migrants, refugees, and other vulnerable groups. Experience in program management, cross-functional coordination, and donor relations is also essential.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as law, International Relations, Education, Social Sciences, Business Administration, Development Studies, Sociology, Social Work, Economics, or a related area. A Master’s degree in these fields is highly desirable and may enhance the candidate's qualifications for the role.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience. This experience should include working with governmental authorities, international organizations, and NGOs, particularly in areas related to migration and humanitarian assistance. Prior experience in program management and donor relations is advantageous, as is experience in a multicultural setting.

Languages:
Fluency in Spanish (native) and English (oral and written) is mandatory for this position. Knowledge of IOM's official languages, which include English, French, and Spanish, is beneficial but not required. Proficiency in additional languages may enhance a candidate's application.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment and are expected to perform at a professional level with the same standards of recruitment qualifications and performance as International Professional staff. Appointment is contingent upon certification of medical fitness, verification of residency, visa, and necessary government authorizations.
