Job Overview:
The HR Assistant - Talent Management position is crucial for supporting the World Food Programme's HR functions in Antananarivo, Madagascar. The role involves performing a variety of HR tasks that ensure the effective implementation of WFP policies and procedures. The HR Assistant will be responsible for delivering high-quality HR services to clients, providing guidance and training to staff, and maintaining accurate HR records. Duties and Responsibilities:
  • Provide assistance on general HR queries and follow up actions to ensure consistent and high-quality HR services are delivered to clients.
  • Offer guidance and on-the-job training to other staff to support their development and increase their knowledge of HR systems and procedures.
  • Liaise with other internal units/offices on HR-related matters, such as payroll and contracts, providing necessary information for timely HR services.
  • Extract and compile HR data on staff recruitment, selection, contractual conditions, entitlements, performance, and training requirements to support analysis and reporting needs.
  • Provide administrative support in various HR activities, including onboarding new staff members in compliance with relevant processes and procedures.
  • Maintain confidential personnel records, HR databases, and archives to ensure data and files are accurately stored and updated.
  • Draft various HR documentation required for specific areas of work, ensuring accuracy and meeting established deadlines.
  • Use HR management systems for entering and updating HR data, assisting in monitoring various deadlines to ensure compliance and accuracy.
  • Support staff deployment and related administrative actions, including preparation of basic reports to facilitate efficient HR service enabling WFP to respond quickly to crises.

Required Qualifications:
Candidates must possess a strong affinity for data manipulation and analytical skills for reading and interpreting data. Familiarity with common data-analysis and visualization tools is essential. The ideal candidate should be tech-savvy, with an appetite for new technologies and digital applications. Innovative thinking and problem-solving orientation are crucial, along with a good knowledge of HR principles, policies, and practices. Attention to detail and strong communication skills are necessary, as well as confidence in making presentations and offering recommendations. A forward-looking mindset to assist with development and succession planning initiatives is also required.

Educational Background:
The position requires completion of secondary school education. A post-secondary certificate in a related functional area is desirable, providing candidates with foundational knowledge and skills relevant to HR functions.

Experience:
Candidates should have at least 5 years of related job experience, demonstrating a solid understanding of HR policies and procedures. Experience in managing and implementing HR services, such as payroll administration and recruitment processes, is essential. The candidate should also have experience providing guidance to less experienced staff and conducting onboarding processes for new recruits, showcasing their ability to work across various WFP contexts and with differing strategic priorities.

Languages:
Fluency in both oral and written communication in French, English, and Malagasy is mandatory for this position. Proficiency in these languages is essential for effective communication within the diverse environment of WFP and with stakeholders.
