Job Overview:
The Budget and Programming Associate position is crucial for the efficient planning, monitoring, and analysis of project financial performance within the World Food Programme. This role is based in Antananarivo, Madagascar, and reports directly to the Budget & Programming Officer. The associate will be responsible for providing specialized support to enhance the optimal use of financial resources. This includes reviewing budget plans, monitoring project financial performance, and making recommendations in compliance with WFP financial policies. The associate will also contribute to the improvement of internal processes and corporate systems, ensuring that financial data is accurately captured and accessible for decision-making. The role requires a proactive approach to problem-solving and the ability to work independently while also providing guidance to other staff members.

Duties and Responsibilities:
The duties and responsibilities of the Budget and Programming Associate include:
  • Reviewing budget plans and monitoring project financial performance to ensure compliance with WFP policies and best practices.
  • Conducting comprehensive analyses of fund and grant balances, identifying surpluses and deficits, and suggesting corrective measures to optimize fund utilization.
  • Supporting pipeline management to prevent and address pipeline breaks, thereby maximizing operational effectiveness.
  • Contributing to the enhancement of internal processes and the design of tools for better planning, expenditure forecasting, and budget management.
  • Entering project budget plans and revisions into corporate systems to ensure timely and accurate data capture.
  • Compiling and analyzing data, maintaining accurate records, and preparing periodic and ad hoc reports for internal and external stakeholders.
  • Communicating with various stakeholders regarding project funds management to clarify discrepancies and optimize fund usage.
  • Providing guidance to support staff and contributing to their learning and development in budget planning and fund management.
  • Following standard emergency preparedness practices to ensure WFP can respond quickly to crises. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Budget and Programming Associate position include a strong knowledge of SAP, advanced Excel skills, and proficiency in other business applications or analytical tools. Candidates should have experience working with large datasets, conducting trend analyses, and providing analytical inputs for budget development and financial planning. Strong organizational skills and the ability to communicate effectively with various stakeholders are essential. Additionally, candidates should demonstrate a proactive approach to problem-solving and the ability to work independently while also supporting team members.

Educational Background:
Candidates must have completed secondary school education, and a post-secondary certificate in a related functional area is preferred. This educational background provides the foundational knowledge necessary for effective budget management and financial analysis within the organization.

Experience:
The position requires six or more years of progressively responsible work experience in a relevant business stream, particularly in general administrative work. Candidates should have substantial experience in supporting the preparation and management of budgets, monitoring resource plans, and handling budget-related issues. Experience in providing analytical inputs for financial plans and analyses is also essential for this role.

Languages:
Fluency in French (level C) is mandatory, along with intermediate proficiency in English (level B). These language skills are crucial for effective communication within the organization and with external stakeholders, ensuring that financial information is accurately conveyed and understood.

The position is a Fixed-Term contract at Grade 6, with an initial duration of one year, renewable upon confirmation of the probationary period.
