Job Overview: The National Operations Specialist will play a vital role in supporting the implementation of a significant EU-funded project focused on the palm oil value chain development in Sierra Leone. This position is essential for ensuring that the project meets its objectives and delivers its intended impact on local communities. The specialist will be responsible for providing operational support to field projects, ensuring that all necessary inputs and logistics are delivered on time and in accordance with the project work plans. The role requires close collaboration with various stakeholders, including project administrative staff and the International Operations Specialist, to identify and mitigate risks that could hinder project implementation. The National Operations Specialist will also assist in financial monitoring and controls, ensuring compliance with FAO rules and regulations, and will be involved in preparing work plans, procurement plans, and project reports. This position is critical for the successful execution of the project and for enhancing the livelihoods of farm families in the targeted districts.
Duties and Responsibilities: The National Operations Specialist will undertake a comprehensive set of duties and responsibilities, including but not limited to: providing day-to-day operational support to field projects, ensuring timely delivery of inputs and logistics, supervising national project administrative personnel, identifying project risks, establishing effective financial monitoring and controls, drafting and monitoring contracts and agreements, preparing annual work and procurement plans, initiating procurement actions, ensuring proper registration and maintenance of project assets, organizing logistics for missions and events, assisting in budget preparation, and drafting project progress and final reports. The specialist will also be responsible for performing any other duties assigned by management and supporting the FAO Representative as needed.
Required Qualifications: Candidates must possess a Bachelor's university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields such as public or business administration, finance, accounting, economics, social sciences, or other areas related to the FAO mandate. Additionally, candidates should have at least three years of relevant experience in project management, operations, and support. Proficiency in English is required, and candidates must be nationals of Sierra Leone. Experience as an operations officer for EU-funded projects will be considered an advantage.
Educational Background: The educational background required for this position includes a Bachelor's degree from an accredited institution in a relevant field. The degree must be recognized by the International Association of Universities (IAU) or UNESCO, ensuring that the candidate has received a quality education that meets international standards. This educational foundation is crucial for understanding the complexities of project management and operations within the context of FAO's mission and objectives.
Experience: Candidates are expected to have a minimum of three years of relevant experience in project management and operational support.
