Job Overview: The position of Consultant on Sustainable Development and Gender-Responsive Governance is designed to support the UNDP's initiatives in promoting sustainable development practices and ensuring that governance frameworks are inclusive and gender-responsive. The consultant will be expected to engage with various stakeholders, including government entities, civil society organizations, and local communities, to assess current governance structures and propose actionable strategies that enhance gender equality and sustainable development. The role will involve conducting research, facilitating workshops, and providing technical assistance to local partners. The consultant will also be responsible for monitoring and evaluating the impact of implemented strategies, ensuring that they align with UNDP's goals and the broader objectives of sustainable development in Bosnia and Herzegovina.
Duties and Responsibilities: The consultant will have a comprehensive set of duties and responsibilities, which include:
Conducting thorough assessments of existing governance frameworks to identify gaps in gender responsiveness and sustainable development practices.
Developing and implementing strategies that promote gender equality in governance processes.
Engaging with stakeholders through workshops, meetings, and consultations to gather insights and foster collaboration.
Providing technical support to local government bodies and civil society organizations in the implementation of gender-responsive policies.
Monitoring and evaluating the effectiveness of governance initiatives and their impact on sustainable development outcomes.
Preparing detailed reports and presentations to communicate findings and recommendations to UNDP and other stakeholders.
Traveling to various locations within Bosnia and Herzegovina to conduct field assessments and engage with local communities.
Required Qualifications: Candidates must possess a strong set of qualifications, including:
Proven expertise in sustainable development, gender equality, and governance.
Strong analytical skills with the ability to assess complex governance structures and propose effective solutions.
Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
Familiarity with the socio-political context of Bosnia and Herzegovina and the challenges related to gender-responsive governance.
Proficiency in project management and the ability to work independently as well as part of a team.
Educational Background: A minimum of a Master's degree in a relevant field such as social sciences, public administration, gender studies, or sustainable development is required. Additional certifications or training in gender-responsive governance or related areas will be considered an asset.
Experience: Candidates should have at least 5 years of professional experience in the fields of sustainable development, gender equality, or governance. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Proven track record of successfully implementing projects related to gender-responsive governance will be an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in the local language (Bosnian, Croatian, or Serbian) is highly desirable and will facilitate better engagement with local stakeholders. Knowledge of additional languages may be considered an asset.
Additional Notes: The assignment is expected to last for 9 months, from January 2026 to September 2026, with an estimated commitment of 60 days of work. The consultant will be required to travel to various locations within Bosnia and Herzegovina, including Nevesinje, Lopare, Modriča, Višegrad, Vogošća, Čapljina, Velika Kladuša, Živinice, Gračanica, Zavidovići, and Brčko. This position is classified as an individual contractor role, and candidates must submit their proposals directly through the UNDP supplier portal by the specified deadline. The role is part-time, and compensation will be discussed during the selection process.
