Job Overview: The Health Consultant position at UNICEF Timor-Leste involves providing technical support to strengthen the capacity of the national-level team, which is crucial for enhancing municipal and health centre-level EPI capacity. This includes updating microplanning, implementing GAVI funded activities, and supporting municipalities in vaccination efforts. The consultant will also monitor cold chain status and assist in data collection during humanitarian crises, ensuring that UNICEF's health programs effectively reach children and mothers in need.
Duties and Responsibilities: The duties and responsibilities of the Health Consultant include providing technical support to the national EPI department and health promotion unit, assisting in the implementation of GAVI funded activities, and supporting municipalities in scaling up vaccination efforts. The consultant will be responsible for managing vaccine logistics, monitoring cold chain status, and ensuring effective data collection during emergencies. Additionally, the consultant will develop microplanning and budgeting strategies, conduct joint monitoring and support supervision, and prepare reports on immunization utilization and vaccine stock balance. The role also involves contributing to the development of a costed national immunization strategy and supporting training initiatives for health workers. The consultant will engage in regular communication with stakeholders and contribute to program proposals and donor reports.
Required Qualifications: The position requires an advanced university degree in medicine, public health, social sciences, statistics, planning development, or a related field. A degree in epidemiology or biostatistics is considered an added advantage. Candidates must possess strong analytical skills, experience with management information systems, and a solid understanding of health data analysis and reporting. Good interpersonal and communication skills are essential, along with proficiency in Microsoft Office, particularly advanced Excel skills. Familiarity with the UN system and experience in health system strengthening are desirable qualifications.
Educational Background: Candidates must hold an advanced university degree in a relevant field such as medicine, public health, social sciences, statistics, or planning development. A degree in epidemiology or biostatistics is preferred, as it aligns closely with the responsibilities of the role and enhances the candidate's ability to contribute effectively to UNICEF's health initiatives.
Experience: The position requires at least 5 years of work experience in large organizations or at the country level, specifically in management information systems.
