Job Overview:
The Data Analyst position is integral to the UN Resident Coordinator Office in Samoa, where the incumbent will be responsible for developing and implementing databases, data collection systems, and data analytics strategies that enhance statistical efficiency and quality. The role requires interaction with various stakeholders, including UN agencies, NGOs, and technical staff, to ensure effective data management and analysis. The Data Analyst will also be tasked with identifying trends and patterns in data, creating reports and dashboards, and leading data visualization efforts to support decision-making processes. This position is essential for building capacity within the organization and ensuring that data-driven insights inform development strategies and initiatives.

Duties and Responsibilities:
  • Develop and implement databases, data collection systems, and data analytics strategies to optimize statistical efficiency and quality.
  • Analyze and interpret trends or patterns in data using statistical methods.
  • Create reports, dashboards, and tools to summarize findings and convey information effectively.
  • Document requirements and establish standards for data management practices.
  • Create interactive and static data visualizations to aid in decision-making.
  • Lead the production of data products such as reports and newsletters.
  • Draft inputs for various documents and reports.
  • Collaborate with other organizational units to express data needs.
  • Work with data engineers and scientists to improve data flows and quality. 1
  • Stay updated on trends in data analytics and suggest improvements. 1
  • Conduct training sessions for staff on data analytics. 1
  • Supervise and guide colleagues in data-centric roles. 1
  • Ensure effective resource use in project execution. 1
  • Prepare materials for audits through data preparation and compliance tracking. 1
  • Perform other related duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, or information management. A first-level university degree (Bachelor's) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of data analytics or business analytics programs is advantageous. Candidates should demonstrate proficiency in data manipulation and analysis, as well as experience with data visualization tools such as Tableau, Power BI, or R. Knowledge of database management and the ability to translate business requirements into technical solutions are also desirable.

Educational Background:
An advanced university degree (Master's degree or equivalent) in a relevant quantitative field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) along with two additional years of qualifying experience may be accepted. Completion of degree and non-degree programs in data analytics or related fields is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in data manipulation and analysis is required. Candidates should have demonstrated skills in data storytelling and visualization, as well as the ability to perform quality assurance on data analysis outputs. Experience in assessing data accuracy and consistency through validation processes is desirable, along with knowledge in database management and the ability to translate business requirements into technical solutions.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, but English is mandatory for this role. Candidates should refer to the UN Language Framework for specific proficiency requirements.

Additional Notes:
This is a Temporary Job Opening for a limited duration of six months, with no expectation of renewal. The position is open to nationals of Samoa only, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidates are identified, Samoa nationals residing elsewhere may be considered, but they will be responsible for any relocation costs.
