Job Overview: The position of Legal Consultant for the transposition of Directive EU2024/1760 is crucial for supporting the Ministry of Economic Development and Digitalization in Moldova. This role involves providing legal expertise and guidance on the implementation of the EU directive concerning corporate sustainability due diligence. The consultant will be responsible for analyzing existing legal frameworks, identifying gaps, and proposing necessary amendments to align national legislation with EU standards. The consultant will also engage with stakeholders, including government officials and civil society, to ensure a comprehensive understanding of the directive's implications and facilitate a smooth transposition process. This position requires a deep understanding of EU law, corporate governance, and sustainability practices, as well as the ability to communicate complex legal concepts effectively to various audiences.
Duties and Responsibilities:
Conduct a thorough analysis of the current legal framework in Moldova related to corporate sustainability and due diligence.
Identify gaps and inconsistencies between national legislation and the requirements set forth in Directive EU2024/176
Develop a comprehensive report outlining the necessary legal amendments and recommendations for transposition.
Collaborate with the Ministry of Economic Development and Digitalization to draft legislative proposals that align with the EU directive.
Engage with relevant stakeholders, including government agencies, NGOs, and the private sector, to gather input and foster collaboration on the transposition process.
Provide legal advice and support throughout the legislative process, including participation in discussions and consultations.
Prepare training materials and conduct workshops for stakeholders to enhance understanding of the directive and its implications.
Monitor and evaluate the implementation of the transposed legislation, providing feedback and recommendations for improvements as necessary.
Required Qualifications:
A degree in law, with a specialization in corporate law, environmental law, or a related field.
Proven experience in legal consulting, particularly in the area of EU law and corporate governance.
Strong understanding of sustainability practices and corporate social responsibility.
Excellent analytical skills, with the ability to interpret complex legal texts and provide clear recommendations.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Proficiency in legal research and writing, with a track record of producing high-quality legal documents and reports.
Familiarity with the legislative process in Moldova and experience working with government institutions is an advantage.
Educational Background: A Master's degree in law or a related field is preferred. Candidates with a Bachelor's degree in law and significant relevant experience may also be considered. Additional certifications or training in EU law, corporate governance, or sustainability will be an asset.
Experience: A minimum of 5 years of relevant professional experience in legal consulting, particularly in the context of EU law and corporate governance. Experience working with international organizations or government agencies on legal reform projects is highly desirable. Familiarity with the legislative process in Moldova and experience in stakeholder engagement will be considered an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Knowledge of additional languages will be considered an asset.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be determined based on the project timeline and deliverables. The consultant is expected to work full-time during the assignment period, with flexibility in working hours as needed to accommodate stakeholder meetings and consultations. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors. The position is open to both national and international applicants.
