Job Overview:
The position of Senior Consultant in Evaluation for Technical Support of LLECE Projects involves providing specialized technical advice to the Latin American Laboratory for the Evaluation of the Quality of Education (LLECE) team. The consultant will be responsible for the design and implementation of studies and projects, including the Regional Comparative and Explanatory Study (ERCE 2025) and ERCE Schools. The role requires collaboration with various stakeholders to enhance the quality of education evaluation systems in Latin America and the Caribbean. The consultant will also contribute to the analysis and communication of results, ensuring that the findings are effectively disseminated to relevant parties. This position is crucial for supporting the ongoing development and scaling of educational projects aimed at improving learning outcomes in the region.

Duties and Responsibilities:
The Senior Consultant will be tasked with several key responsibilities, including:
  • Implementing improvements to evaluation instruments, reports, and guidelines for ERCE Schools.
  • Collaborating in the design and implementation of communication strategies to disseminate results from ERCE 202
  • Acting as a specialized technical counterpart for the laboratory's projects.
  • Contributing to quality assurance in the implementation of ERCE Schools.
  • Generating new evaluation project proposals for various institutions.
  • Assisting in the design and implementation of the resource center for ERCE Schools.
  • Providing guidelines and recommendations for the preparation of regional and national reports for ERCE 202
  • Ensuring that all activities align with the objectives of the consultancy and contribute to the overall mission of improving educational quality in the region.

Required Qualifications:
Candidates must possess a Master's degree in Education, Psychology, Social Sciences, or a related field with a specialization in educational evaluation and measurement. Additionally, candidates should have a strong understanding of educational systems and evaluation methodologies. They must demonstrate excellent communication skills, both written and verbal, particularly in Spanish and English. The ability to work collaboratively with diverse teams and stakeholders is essential, as is a commitment to the values and mission of UNESCO.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as Education, Psychology, or Social Sciences. A specialization in educational evaluation and measurement is highly desirable. Experience:
A minimum of 10 years of proven experience in the design and implementation of large-scale educational evaluations is required. Experience as an external consultant for national evaluation systems in Latin America and the Caribbean is highly desirable. Languages:
Fluency in Spanish is mandatory, with excellent communication skills required. Additional Notes:
The consultancy is expected to last between 7 to 11 months, with payments made bi-monthly based on specific deliverables and an agreed payment plan.
