Job Overview:
The Supply Chain Team Leader is a pivotal role within the DRC, responsible for delivering technical support and guidance to both logistics and procurement teams. This position encompasses a wide range of responsibilities, including the procurement of goods and services, warehousing, transportation logistics, vehicle fleet management, and overall logistics support for the program. The role is geographically focused on the Rakhine area, ensuring compliance with DRC procedures and guidelines while contributing to the development of area strategies that translate into actionable plans. The Supply Chain Team Leader will also provide support and technical guidance to base operations, ensuring that all logistics operations are optimized for cost-effectiveness and efficiency.

Duties and Responsibilities:
The duties and responsibilities of the Supply Chain Team Leader include leading and managing the supply chain team, ensuring effective planning and quality implementation of logistics activities, and monitoring service quality on a daily basis. The role involves providing technical support and input to the line manager, ensuring that all supply chain processes align with DRC's Operations Handbook. The Team Leader will coordinate with program staff to ensure logistics involvement throughout the program cycle, oversee procurement processes, and establish annual procurement plans in collaboration with program teams. Additionally, the role requires tracking orders, purchases, and deliveries, ensuring compliance with donor rules and policies, and optimizing logistics operations for cost-effectiveness. The Team Leader is also responsible for maintaining the assets list, managing the vehicle fleet, and ensuring the proper operation of the DRC Dynamics ERP supply chain system. Furthermore, the Team Leader will be accountable for people management, including hiring, performance appraisals, and implementing work plans set by upper management.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management. Additionally, at least 2 years of experience in humanitarian response and refugee protection within an international NGO, UN agency, relevant ministry, or local authority is required. Management experience at a mid-level is desirable, along with proven management skills and competence in people management. Candidates should demonstrate a commitment to learning and implementing organizational policies and procedures, and possess excellent skills in MS Word, Excel, and PowerPoint. A good understanding of procurement rules and regulations of major international donors is also essential.

Educational Background:
The educational background required for this position includes a relevant university degree in Procurement and/or Supply Chain Management or an equivalent professional qualification. This educational foundation is crucial for understanding the complexities of supply chain operations and procurement processes in a humanitarian context.

Experience:
The position requires a minimum of 3 years of relevant experience in humanitarian logistics and procurement, with at least 2 years specifically in humanitarian response and refugee protection. Candidates should have experience working for international NGOs, UN agencies, or relevant governmental bodies, with a focus on logistics and supply chain management. Management experience is preferred, indicating a capacity to lead teams effectively in challenging environments.

Languages:
Advanced proficiency in English is mandatory, as the role requires effective communication with international stakeholders and reporting. Fluency in the local language is also essential, enabling the Team Leader to engage with local communities and stakeholders effectively.

Additional Notes:
The contract offered by DRC is a Regular contract, which includes a 3-month probation period. The contract is renewable based on funding availability and performance evaluations. The position is classified within Employment Band G3- Management, indicating a mid-level management role. It is important to note that only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position, emphasizing the need for local presence and understanding of the operational context.
