Job Overview:
The Electoral Violence Prevention Expert (National) position is integral to the UNDP Ethiopia project, 'Strengthening Ethiopia Elections for Democratic Sustainability (SEEDS 2)'. This project aims to support the National Election Board of Ethiopia (NEBE) in enhancing its capacity to conduct transparent, credible, and inclusive elections. The expert will provide technical assistance in establishing and managing an Elections Early Warning and Early Response (EWER) System, which is crucial for monitoring and responding to electoral violence. The role involves collaborating with NEBE and other stakeholders to develop policies, analyze risks, and implement operational plans that ensure the integrity of the electoral process. The expert will also facilitate training, manage communication among teams, and ensure effective information-sharing to address any challenges that may arise during the electoral cycle. This position requires a deep understanding of the Ethiopian political landscape and the ability to navigate complex governance issues while fostering partnerships and networks.

Duties and Responsibilities:
The duties and responsibilities of the Electoral Violence Prevention Expert include:
  • Supporting the Joint Task Force (JTF) mission in assessing the environment for EWER implementation.
  • Assisting NEBE in developing policies and procedures for preventing electoral violence and managing the EWER system.
  • Analyzing risks of electoral violence and integrating risk management measures into operational planning.
  • Preparing for the implementation and operations of the EWER system, focusing on procedures and training.
  • Convening decentralized units/teams of the EWER system and ensuring regular coordination among stakeholders.
  • Managing national EWER operations, including meetings and communication.
  • Tracking agreed actions arising from the EWER and maintaining regular communication between regional and national structures.
  • Supporting IT technicians in managing the EWER platform and addressing technical issues.
  • Providing regular updates, drafting reports, and documenting lessons learned. 1
  • Performing other tasks as requested by the Chief Technical Advisor.

Required Qualifications:
Candidates for the Electoral Violence Prevention Expert position must possess a strong understanding of the Ethiopian political and governance landscape, including current and latent conflicts. Knowledge of dispute resolution and peacebuilding practices in Ethiopia is an added advantage. The ideal candidate should demonstrate strong communication and interpersonal skills, with the ability to foster networks and partnerships. This position is a national UN Volunteer assignment, which means the selected candidate will be responsible for arranging their own housing and living essentials.
