Job Overview:
The Project Officer Sr - Peacebuilding will lead the Strengthening Capacities for Peace and Reconciliation project team, ensuring the achievement of project objectives through effective coordination and reporting of all project activities. The role involves providing technical guidance and support to staff and implementing partners, thereby advancing the mission of Catholic Relief Services in serving the poor and vulnerable. The incumbent will be responsible for maintaining strong relationships with stakeholders, ensuring that best practices are applied, and continuously improving the impact of the project. The position requires frequent travel to project sites in the East Hararghe zone of Oromia Region and Fafan Zone of Somali Region, with dual reporting to both CRS and HCS (Harerghe Catholic Secretariat).

Duties and Responsibilities:
The Project Officer will coordinate and lead the implementation of all assigned project activities as per the detailed implementation plan, ensuring alignment with CRS program quality principles, donor requirements, and good practices. Responsibilities include collaborating with HCS leadership to develop and execute a detailed implementation plan, supporting project staff in performance goal setting, leading community dialogues, assigning roles to project officers and community mobilizers, preparing monthly cash forecasts, producing high-quality reports, coordinating with MEAL officers for continuous learning, identifying performance gaps, and representing CRS and HCS in project-related meetings. The officer will also conduct periodic context analyses, support the development of concept notes for expanding peace interventions, and carry out additional tasks as assigned by supervisors.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Peace and Conflict Studies, International Relations, Development Studies, or a related social science field. A minimum of two to five years of experience in peacebuilding and/or governance programming within a non-governmental organization is required, with closely related experience considered relevant. The role demands strong analytical and problem-solving skills, good relationship management abilities, and a proactive, results-oriented approach. Attention to detail and the ability to execute responsibilities accurately and timely are essential.

Educational Background:
The educational requirement for this position is a Bachelor’s degree in a relevant field such as Peace and Conflict Studies, International Relations, Development Studies, or a related social science discipline. This educational background is crucial for understanding the complexities of peacebuilding and governance programming.

Experience:
The position requires candidates to have a minimum of two to five years of relevant experience in peacebuilding and governance programming, preferably within a non-governmental organization. Experience in project administration, planning, and implementation is highly valued, along with a strong understanding of peace-building principles and conflict analysis frameworks.

Languages:
Fluency in oral and written English is mandatory, along with proficiency in Amharic and a local language (either Af’Somali or Afaan Oromo). These language skills are essential for effective communication with diverse stakeholders and community members.

This position is a definite term employment opportunity, lasting until September 30, 2026, with the possibility of extension based on funding availability and performance. The role is specifically for Ethiopian nationals, and candidates must be willing to travel up to 50% of the time to project operation areas.
