Job Overview: The Programme Management Officer position at UNEP is pivotal in supporting the planning, organization, and delivery of Intergovernmental Negotiating Committee (INC) sessions and related meetings. The incumbent will report to the Programme Management Officer of the INC Secretariat and will be responsible for coordinating high-level intergovernmental processes. This role requires expertise in environmental negotiations, including drafting scripts and speaking notes for governing bodies. The officer will engage with Member States, assist in outreach activities, and support logistical arrangements for meetings. The position also involves preparing written outputs, contributing to resource mobilization efforts, and conducting research on environmental programs. The officer will play a key role in facilitating the development and evaluation of assigned programs and projects, ensuring effective communication and coordination among stakeholders.
Supporting the planning and organization of INC sessions and related meetings, including logistical arrangements and session preparation.
Providing expertise in environmental negotiations and drafting scripts and speaking notes for governing bodies.
Engaging with Member States and regional groups, responding to inquiries, and facilitating outreach activities.
Coordinating services for meetings and interacting with clients such as Permanent Missions to the UN.
Assisting with logistics for meetings, including managing virtual platforms and preparing presentations.
Contributing to the preparation of various written outputs, including reports and analytical notes.
Supporting resource mobilization and donor engagement for the INC Secretariat.
Monitoring and analyzing program/project development and recommending corrective actions.
Conducting research and data analysis on environmental programs and operations. 1

Required Qualifications: The required qualifications for the Programme Management Officer position include:
Advanced university degree (Master's degree or equivalent) in Law (public international law and/or international law), political sciences, economics, public administration, or a related field.
A first-level degree (Bachelor's degree or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
A minimum of two years of progressively responsible experience in environment and sustainable development, project/programme management, or environmental governance is required.
Experience with Multilateral Environmental Agreements (MEAs) and intergovernmental environmental processes is essential.
Proven experience in drafting scripts and speaking notes for governing bodies is required.
Experience in outreach with Member States and stakeholders is necessary.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as Law, political sciences, economics, or public administration. Alternatively, a first-level degree (Bachelor's degree or equivalent) with two additional years of relevant work experience may be accepted. Additional qualifications in data analytics or related fields are desirable, indicating a strong foundation in analytical skills and data-driven decision-making.

Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking.
