Job Overview: The Risk and Compliance Manager (TAII) will play a crucial role in ensuring effective risk management and compliance with donor requirements within the Country Office, particularly for programs in Ukraine. This position involves close collaboration with the Head of Operations and the Project Director for the DOS award, as well as mentoring Caritas partners and other sub-recipients on compliance matters. The successful candidate will be responsible for identifying compliance requirements, strengthening policies and procedures, and promoting safeguarding and fraud prevention measures. The role also includes providing audit support and enhancing the overall capacity of the Country Office to manage risks effectively.
Duties and Responsibilities: The Risk and Compliance Manager will provide technical advice for risk management and donor compliance related to the DOS-funded award implemented by Caritas Ukraine. This includes identifying compliance requirements, supporting the development of policies and procedures, and collaborating with sector leads to mitigate risks across various sectors such as Shelter, WASH, and livelihoods. The manager will ensure that partners' fraud and safeguarding policies align with donor standards, design and facilitate training for sub-recipients, and coordinate external audits. Additionally, the manager will maintain an understanding of donor requirements, strengthen internal control systems, develop training strategies, and contribute to knowledge management by analyzing data and sharing best practices.
Required Qualifications: Candidates must possess a Bachelor’s Degree in business administration, Finance, Accounting, or a related field. A Master's Degree is preferred. The position requires a minimum of eight years of relevant international experience in an advisory or management role, ideally within an international NGO, with at least three years in operations. Experience in providing technical assistance and developing successful proposals for external donor funding is also required.
Educational Background: A Bachelor’s Degree in business administration, Finance, Accounting, or another relevant field is mandatory. A Master's Degree in a related field is considered an advantage, particularly for candidates with experience in emergency contexts.
Experience: The position requires a minimum of eight years of relevant international working experience, with progressive responsibilities in advisory or management roles. Candidates should have at least three years of experience working in operations, particularly within an international NGO setting. Previous experience in emergency contexts is also advantageous.
Languages: Fluency in English (both written and verbal) is required. Knowledge of Ukrainian, Russian, or Romanian is considered an advantage, enhancing the candidate's ability to communicate effectively in the local context.
Additional Notes: The position is based in Ukraine and may require travel up to 50% between Moldova and Ukraine, as well as field visits.
