Job Overview:
As a Programme Assistant at UNFPA, you will be integral to the Country Office's program implementation, budget monitoring, financial reporting, and logistical support. This role is dynamic and multifaceted, requiring a blend of administrative, organizational, and programmatic skills to ensure the effective delivery of UNFPA's objectives in Bolivia. You will work closely with the Assistant Representative and the Operations Manager, providing timely operational and programmatic support. Your contributions will help strengthen systems and streamline processes that align with UNFPA's strategic priorities, particularly in the context of the organization's strategic plan for 2022-2025, which focuses on ending preventable maternal deaths, unmet needs for family planning, and gender-based violence. This position is crucial for facilitating program/project implementation and ensuring compliance with established procedures, thereby contributing to the overall mission of UNFPA.

Duties and Responsibilities:
The Programme Assistant will be responsible for a variety of tasks, including:
  • Program Implementation: Assisting in the formulation, implementation, and monitoring of Annual Work Plans (AWPs), coordinating with implementing partners to ensure timely outputs, and supervising the quality assurance of AWPs in line with UNFPA policies.
  • Financial Management and Budgetary Monitoring: Supporting the monitoring of financial performance for all resources, maintaining updated records of project-related financial operations, and assisting in the preparation of financial reports.
  • Logistical Support and Capacity Building: Coordinating logistical support for meetings and workshops, implementing corporate planning and reporting systems, and training project staff on program implementation policies.
  • Knowledge Management: Documenting lessons learned and best practices, maintaining program files, and ensuring compliance with guidelines.
  • Additional duties as required by UNFPA leadership.

Required Qualifications:
Candidates must possess strong organizational, interpersonal, communication, and administrative skills. A proven ability to manage work routines with minimal supervision is essential. Proficiency in computer applications such as Microsoft Office Suite and familiarity with enterprise resource planning (ERP) systems is required. Basic knowledge of financial principles and experience with financial software are also necessary. Previous experience within the UN system or other international organizations is advantageous, as is experience with Bolivian State and International Cooperation procedures.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school, preferably supplemented by technical or university courses related to public administration, finance, or economics. This educational background will provide the foundational knowledge necessary for the administrative and financial aspects of the role.

Experience:
Candidates should have at least 5 years of relevant experience, which includes some familiarity with programmatic and financial procedures specific to Bolivia and international cooperation. Experience within the United Nations system or other international organizations is considered an asset, as it demonstrates an understanding of the operational context in which UNFPA functions.

Languages:
Fluency in Spanish is mandatory for this position, as it is the primary language of communication in Bolivia. A working knowledge of English is also required, enabling effective communication in an international context. Proficiency in other official UN languages, particularly French and Portuguese, is desirable and may enhance a candidate's competitiveness for the role.
