Job Overview: The Risk and Compliance Manager (TAII) will play a crucial role in ensuring robust risk management and donor compliance within the Country Office, particularly for programs in Ukraine. This position involves close collaboration with the Head of Operations and the Project Director for the DOS award, focusing on mentoring and supporting Caritas partners and other sub-recipients in compliance matters. The successful candidate will be responsible for identifying compliance requirements, strengthening policies and procedures, and promoting safeguarding and fraud prevention measures. The role also includes providing audit support and contributing to the overall capacity building of the Country Office.
Duties and Responsibilities:
Provide technical advice and solutions for risk management and donor compliance for the DOS-funded award implemented by Caritas Ukraine, including identifying compliance requirements and supporting the partner organization in developing policies and procedures to meet these requirements.
Collaborate with the Project Director to identify and mitigate risks within various sectors such as Shelter, WASH, infrastructure, livelihoods, protection, cash, and rapid response.
Ensure that the partner’s fraud and safeguarding policies are aligned with donor policies and build overall capacity on these issues.
Design and facilitate training and institutional capacity strengthening plans for sub-recipients in line with donor policies and requirements.
Coordinate and support the partner organization during external audits and third-party monitoring visits, assisting in drafting audit management disclosure letters and supporting audit findings and closures.
Maintain an in-depth understanding of relevant donor requirements and support the Country Office leadership in strengthening internal control systems.
Develop training strategies, conduct training sessions, and mentor CO staff on compliance and safeguarding procedures.
Prepare investigation reports and implement corrective actions to address gaps in knowledge or systems.
Contribute to knowledge management by analyzing data, evaluating activities, and sharing lessons learned.
Required Qualifications:
Master’s Degree in business administration, Finance, Accounting, or a relevant field is preferred.
Minimum of eight years of relevant international working experience in an advisory or management role, ideally with an international NGO, including at least three years in operations.
Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
Strong strategic, analytical, problem-solving, and systems thinking skills are essential, along with excellent written and oral communication abilities.
Educational Background: A Bachelor’s Degree in business administration, Finance, Accounting, or another relevant field is required. A Master’s Degree in a related field is preferred and considered an advantage, particularly for candidates with experience in emergency contexts.
Experience: Candidates should have a minimum of eight years of relevant international working experience, ideally in an advisory or management role within an international NGO. A minimum of three years of experience working in operations is also required, along with previous experience in providing technical assistance and developing successful proposals for external donor funding.
Languages: Fluency in English (written and verbal) is mandatory. Knowledge of Ukrainian, Russian, or Romanian is considered an advantage, enhancing the candidate's ability to communicate effectively in the local context.
Additional Notes: This position is contingent on funding confirmation and is based in Ukraine, with the successful candidate expected to travel up to 50% between Moldova and Ukraine.
