Job Overview:
As the Shelter and Infrastructure Technical Advisor II, you will be responsible for leading the technical support for Shelter and Infrastructure initiatives under the USG Department of State-funded program, Multi-Sector Assistance to War-Affected People in Ukraine. Your role will involve providing expert technical advice and guidance to ensure high-quality design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, adhering to program quality principles, technical standards, and donor guidelines. You will work closely with CRS and Caritas Ukraine teams to advance the delivery of essential services to vulnerable populations affected by conflict. Your expertise will be crucial in developing strategies, tools, and best practices that engage partners and enhance program effectiveness. You will also play a key role in capacity strengthening initiatives, knowledge management, and fostering relationships with various stakeholders.

Duties and Responsibilities:
  • Provide technical solutions to CRS and CUA teams for strategic planning and implementation of Shelter and Settlements activities, ensuring adherence to program design standards and best practices.
  • Develop and implement strategies, standards, and tools in Shelter and Settlements that engage partners, donors, and government entities effectively.
  • Lead the technical design for complex proposals, defining monitoring systems and indicators.
  • Advise project teams on integrating donor strategies and technical requirements related to Shelter and Settlements.
  • Contribute to capacity strengthening initiatives through training, workshops, and mentoring for CRS and partner teams.
  • Collect and analyze program data to evaluate strategic projects and measure program impact, sharing lessons learned and best practices.
  • Establish and maintain relationships with donors, peer organizations, and research institutions.
  • Participate in forums to share best practices and promote CRS and partners' work in Shelter and Settlements.

Required Qualifications:
  • Master’s degree in engineering, architecture, or related fields.
  • Demonstrated application of technical principles in Shelter and Settlements.
  • General knowledge of related disciplines for a cross-sectoral approach, particularly in energy and mechanical engineering.
  • Experience in project management, capacity strengthening, and institutional development with partner organizations.
  • Proven experience in business development, project design, and proposal development in Shelter and Settlements, including technical writing.
  • Experience in mentoring, coaching, and training using adult learning principles.
  • Proficiency in program monitoring and evaluation, including data collection and analysis.

Educational Background:
A Bachelor’s degree in engineering, architecture, or related fields is required, with a Master’s degree preferred. Candidates should have a strong academic background that supports their technical expertise in Shelter and Settlements.

Experience:
A minimum of eight years of relevant international working experience in an advisory or management role, ideally with an international NGO. Candidates should have at least three years of experience working on programming interventions specifically in Shelter and Settlements, along with previous experience providing technical assistance and developing successful proposals for external donor funding.

Languages:
Fluency in English (written and verbal) is required. Knowledge of Ukrainian or Russian is considered an advantage, enhancing communication and collaboration with local partners and stakeholders.

Additional Notes:
This position is contingent on funding confirmation. The role may require up to 30% field travel within Ukraine, primarily to partner offices.
