Job Overview:
The Climate Change Adaptation Consultant will play a crucial role in developing a diagnosis and proposal for incorporating adaptation perspectives into Argentina's medium- and long-term climate policy. This position is vital as Argentina has submitted its Long-Term Low Emissions Resilient Development Strategy (LTS) to the UNFCCC, which outlines the country's goals for climate action. The consultant will be responsible for analyzing existing information and reports on climate adaptation, reviewing the adaptation and loss & damage components of the LTS, and proposing improvements based on the latest studies and assessments. The consultant will work closely with the Climate Impact Directorate of the National Undersecretariat for Environment and will be supervised by UNEP’s NDC Act & Invest Global Coordinator. The role requires a hybrid work model, allowing for remote work while also participating in necessary in-person activities in Buenos Aires, Argentina.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Surveying and analyzing available information on climate change adaptation in Argentina, utilizing the latest studies and data from the Climate Change Risk Map Information System (SIMARCC).
  • Reviewing the adaptation and loss and damage components of the Long-Term Strategies (LTS) presented to the UNFCCC to ensure alignment with national goals.
  • Updating the diagnosis of the adaptation component and proposing improvements based on reporting criteria for the Biennial Transparency Report (BTR) and the Second LTS of Argentina.
  • Mapping stakeholders, information providers, and relevant studies to identify training needs and gaps in knowledge.
  • Organizing consultation meetings and training workshops to engage stakeholders and disseminate findings.
  • Developing dissemination materials, including reports and presentations, to communicate the results of the consultancy effectively.

Required Qualifications:
The position requires a Bachelor's degree in social sciences, environmental sciences, local development, or a closely related field, along with a postgraduate degree in sustainable development, climate change, or a related field. Additionally, candidates must have a minimum of 5 years of professional experience in climate change projects in Argentina, with at least 3 years focused on adaptation perspectives. A demonstrated understanding of Argentina’s national climate change policy and experience in public administration are also required. Desirable qualifications include experience in developing international reports for the UNFCCC and familiarity with climate change policy within the Argentine government and stakeholders.

Educational Background:
Candidates must possess a Bachelor's degree in social sciences, environmental sciences, local development, or a closely related field, which is essential for understanding the complexities of climate change adaptation. A postgraduate degree in sustainable development, climate change, or a related field is also required, providing advanced knowledge and skills necessary for the role.

Experience:
The consultant must have a minimum of 5 years of professional experience in projects related to climate change in Argentina, which is crucial for understanding the local context and challenges. Additionally, at least 3 years of relevant experience specifically in adaptation perspectives is required. Candidates should also have a demonstrated understanding of national and international climate reports and policies, as well as experience in public administration and developing mid- or long-term climate policy.

Languages:
Fluency in Spanish is mandatory for this position, as it is essential for communication with local stakeholders and understanding national documents. Confidence in English is also required, as the consultant will need to engage with international partners and contribute to reports that may be presented in English.

Additional Notes:
The consultancy is expected to last for 11 months, from February to December 2026, and will be part-time. The role allows for a hybrid work model, enabling the consultant to work from home while also participating in necessary in-person activities in Buenos Aires.
