Job Overview:
The Senior Programme Assistant (GBV) will work under the overall supervision of the Programme Officer (GBV) and the direct supervision of the National Officer (GBV). This role is pivotal in supporting the provision of Gender-Based Violence (GBV) services, particularly in the context of the ongoing refugee situation in Pakistan. The incumbent will assist in coordinating GBV activities under the Protection Unit, ensuring that interventions adhere to best-practice principles and GBV minimum standards. The position requires a proactive approach to monitoring and supporting field protection staff and implementing partners in delivering specialized GBV services and programs. The Senior Programme Assistant will also contribute to capacity-building efforts for field staff, ensuring that they are equipped with the necessary skills and knowledge to address GBV effectively.

Duties and Responsibilities:
The duties and responsibilities of the Senior Programme Assistant (GBV) include supporting the National Officer and Programme Officer in monitoring GBV interventions, assisting in the implementation of specialized GBV services, conducting regular field visits to assess service delivery, and identifying challenges faced by field protection staff and implementing partners. The incumbent will also contribute to the development and delivery of training sessions on GBV and safe referral pathways, ensure accurate data collection and management in line with IOM’s guidelines, and lead GBV assessments in collaboration with relevant sectors. Additionally, the Senior Programme Assistant will maintain effective relationships with stakeholders, monitor attendance records, and support the Humanitarian, Resilience and Recovery Unit with various tasks as needed.

Required Qualifications:
Candidates must possess a Bachelor’s degree or higher in development studies, political sciences, social sciences, gender studies, law, human rights, or a related field, along with a minimum of four years of relevant professional experience. Alternatively, a High School Degree/Certificate in relevant fields with six years of experience is acceptable. Candidates should have extensive experience working on GBV issues, particularly in direct contact with beneficiaries, and a strong understanding of the protection sector in Pakistan, including its challenges and existing referral pathways. Experience in providing technical guidance and capacity building on case management and GBV is also required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or higher in relevant fields such as development studies, political sciences, social sciences, gender studies, law, or human rights from an accredited institution. Candidates with a High School Degree/Certificate in these fields must have additional years of experience to qualify. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have extensive experience working on gender-based violence (GBV), particularly in contexts of protracted displacement. This includes experience in providing protection and GBV case management responses, as well as a deep understanding of the protection sector in Pakistan. The role requires demonstrated knowledge of safe referral principles and experience in liaising with external actors and service providers. Good experience in providing technical guidance and capacity building on GBV and related issues is also essential.

Languages:
Proficiency in English is mandatory for all applicants, along with at least a working knowledge of one additional UN language (Arabic, Chinese, French, Russian, or Spanish). Fluency in both English and Urdu is required, with desirable skills in Pashtu and/or Dari. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Pakistan will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and work authorization.
