Job Overview:
The Supply Chain Officer position is crucial for the effective management of supply chain operations within WFP. The officer will report directly to the Deputy Country Director and will be responsible for providing analytics and contributions to supply chain activities, ensuring that operations align with the food assistance needs of beneficiaries and the service provision requirements for partners. This role requires a comprehensive understanding of supply chain management principles and practices, as well as the ability to analyze and optimize supply chain processes. The officer will be expected to contribute to the development and implementation of supply chain plans and procedures, ensuring operational efficiency and effectiveness. The position also involves collaboration with various stakeholders, including government entities, NGOs, and private sector partners, to enhance the overall supply chain performance and support WFP's mission of delivering humanitarian assistance.

Duties and Responsibilities:
  • Develop and implement supply chain plans and procedures in alignment with WFP's global supply chain strategy.
  • Conduct country context analysis and manage end-to-end operational supply chain and retail networks.
  • Plan and implement supply chain operations and initiatives, ensuring timely and cost-effective service delivery.
  • Perform detailed analysis and prepare comprehensive reports to identify opportunities for improvement in supply chain operations.
  • Conduct financial analysis and budget reviews to maximize resource utilization.
  • Build and maintain partnerships with key supply chain stakeholders, including government and national organizations.
  • Provide technical contributions to market analysis and supply chain network mapping.
  • Manage supply chain operations in compliance with established strategies and policies.
  • Monitor supply chain activities to ensure adherence to internal controls and enhance operational performance. 1
  • Support the management of service providers and vendors to ensure efficient execution of operations. 1
  • Prepare timely reports and dashboards on supply chain activities for informed decision-making. 1
  • Guide and supervise staff, providing training and support for complex analyses. 1
  • Contribute to emergency preparedness actions and support rapid response initiatives. 1
  • Integrate corporate digital solutions into supply chain operations. 1
  • Support the implementation of reassurance activities and last-mile tracking measures.

Required Qualifications:
Candidates must possess a university degree in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or a related field. Additionally, a minimum of 5 years of experience in supply chain management is required, including at least one year in a supervisory or leadership role. Candidates should have experience in analyzing operational contexts, supporting supply chain strategy implementation, and designing operational plans in collaboration with stakeholders. Familiarity with supply chain information systems and troubleshooting operational issues is also essential.

Educational Background:
A university degree in a relevant field such as Supply Chain Management, Engineering, Economics, Business Administration, or Logistics is required for this position. This educational background provides the foundational knowledge necessary for understanding complex supply chain dynamics and operational strategies.

Experience:
The ideal candidate should have a minimum of 5 years of experience in supply chain management, with at least one year in a supervisory or leadership capacity. This experience should include analyzing operational contexts, supporting supply chain strategy implementation, and managing supply chain teams effectively. Candidates should also have a proven track record of designing operational plans and collaborating with various stakeholders to optimize supply chain performance.

Languages:
Fluency in English and Arabic is mandatory (Level C), while proficiency in French is considered an asset. Strong language skills are essential for effective communication and collaboration with diverse stakeholders in the region.

This position is initially offered for a duration of 12 months, with the possibility of renewal. It is based in Tindouf, Algeria, and may also involve responsibilities in Algiers.
