The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the focal point within the United Nations system for coordinating efforts to reduce disaster risks. With a mission to ensure synergies among disaster reduction activities across various organizations, UNDRR operates globally, employing over 150 staff members in its headquarters located in Geneva, Switzerland, as well as in regional offices. The organization is dedicated to guiding, monitoring, analyzing, and reporting on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, which aims to enhance global awareness and action to reduce disaster risks in collaboration with UN Member States and a diverse range of partners, including civil society, the private sector, and the scientific community.

Job Overview:
The National Recovery Coordinator position is crucial for supporting the implementation of a project aimed at enhancing readiness for resilient recovery in Mongolia. The consultant will provide technical support to the Government of Mongolia, helping to assess and strengthen their capacity for disaster recovery. This role involves coordinating project activities, ensuring timely execution, and facilitating collaboration among key stakeholders, including the Ministry of Finance and the National Emergency Management Agency (NEMA). The consultant will work under the supervision of the Programme Management Officer at UNDRR and will focus on integrating disaster risk management principles into national policies and frameworks, particularly in the context of the Sendai Framework and Mongolia's Vision 2050 development strategy.

Duties and Responsibilities:
The National Recovery Coordinator will have a comprehensive set of responsibilities, including:
  • Participating in inception meetings with UNDRR and government counterparts to establish project goals and expectations.
  • Reviewing and providing input to the Recovery Readiness Framework and Assessment Tool, ensuring alignment with national policies.
  • Conducting a thorough desk review and data collection regarding the country's policy environment, institutional arrangements, and capacity for recovery, with a focus on gender-disaggregated data.
  • Designing and executing stakeholder mapping to identify key actors in recovery efforts, particularly those representing women and at-risk groups.
  • Organizing national workshops and consultations to facilitate discussions on recovery strategies, including logistics and facilitation of sessions.
  • Drafting a national recovery readiness assessment report based on findings from the desk review and workshops.
  • Reviewing public financial management (PFM) materials and conducting assessments to inform the development of a national Recovery Readiness Roadmap.
  • Organizing After-Action Reviews for recent disaster events, providing insights and recommendations based on gender-specific lessons learned.
  • Serving as a liaison with local agencies and government counterparts to ensure effective communication and collaboration. 1
  • Providing regular progress reports and contributing to communication products related to the project.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as disaster risk management, engineering, public finance, or related disciplines. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A minimum of five years of relevant experience in disaster recovery, public sector coordination, or disaster risk management is essential. Familiarity with national systems and networks related to disaster risk management is required, along with experience in delivering training and communication products in this field. Research experience on disaster risk reduction topics is also desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in disaster risk management, engineering, development, public finance, business administration, public policy, urban planning, management, or a related field. Candidates with a first-level university degree may be considered if they have two additional years of qualifying experience, demonstrating the importance of both formal education and practical experience in this role.

Experience:
The position requires a minimum of five years of relevant experience in areas such as disaster recovery, public sector coordination, or disaster risk management. Candidates should have a proven track record of working with national systems and networks related to disaster risk management, showcasing their ability to navigate complex institutional landscapes and contribute effectively to recovery efforts.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the UN system. Additionally, fluency in Mongolian is desirable, reflecting the need for effective engagement with local stakeholders. Knowledge of other UN languages is also considered an asset, enhancing the candidate's ability to communicate in diverse contexts.
