Job Overview:
The National Consultant - CCDRI Lead Data Analyst will support the UNICEF Mongolia Country Office in developing the subnational Children’s Climate and Disaster Risk Index (CCDRI) model. This role involves assessing population exposure to climate and environmental hazards, child vulnerability, and coping capacities. The consultant will work closely with government stakeholders and the international CCDRI consultant to ensure methodological leadership and technical quality throughout the development process. The assignment is structured into four main stages: framework development, model construction, model validation and refinement, and presentation and dissemination of findings. Each stage requires collaboration, technical inputs, and the ability to communicate complex data concepts effectively to various audiences.

Duties and Responsibilities:
  • Framework Development: Introduce the CCDRI model development process to UNICEF and national counterparts, prepare a draft conceptual framework, identify and prioritize indicators, and facilitate national consultation workshops.
  • Model Construction: Guide data collection, cleaning, processing, and organization of datasets, support the calculation of the composite risk index, and review the draft model for consistency and methodological rigor.
  • Model Validation and Refinement: Advise on validation workshops, support technical adjustments based on feedback, and ensure all elements meet quality standards.
  • Presentation and Dissemination: Provide technical inputs for analytical reports, presentations, and visual materials summarizing findings, and assist in presenting results to government counterparts and partners.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or higher) in environmental sciences, geography, geographic information science, data science, or a related field. They should have at least 10 years of relevant professional experience in risk analysis and vulnerability analysis, with a minimum of 7 years leading technical development of data initiatives. Direct experience with CCDRI and/or INFORM subnational development is essential, along with familiarity with stakeholders and technical support teams in this area. Experience in climate, environment, energy, and disaster risk reduction contexts is an asset, as is the ability to develop training materials and facilitate workshops.

Educational Background:
An advanced university degree (Master’s degree or higher) in fields such as environmental sciences, geography, geographic information science, data science, or related disciplines is required for this position. This educational background is crucial for understanding the complexities of climate and disaster risk analysis.

Experience:
The position requires at least 10 years of relevant professional experience, particularly in risk analysis and vulnerability analysis. Candidates should have substantial experience leading technical development initiatives related to data and evidence generation, with a focus on climate and disaster risk reduction. Direct experience with CCDRI and/or INFORM processes is mandatory, highlighting the need for a deep understanding of the subject matter.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly in the context of engaging with diverse stakeholders and communities.
