Job Overview:
The Consultant for Partnership Development and Resource Mobilization will play a crucial role in strengthening UNICEF's partnership architecture and ensuring effective engagement with key stakeholders. This position involves providing analytical, coordination, and technical support to enhance UNICEF's visibility, external relations, and resource mobilization functions. The consultant will conduct political and donor landscape analyses, prepare strategic briefs and partner profiles, and support the development of partnership agreements. Additionally, the consultant will coordinate visibility activities, plan donor field visits, and create a comprehensive database of partners and proposals. The role requires a proactive approach to managing relationships with government, UN agencies, donors, and civil society, ensuring that UNICEF is well-positioned to mobilize resources and advocate for children's rights.

Duties and Responsibilities:
The consultant will be responsible for developing a private sector engagement implementation plan, reviewing and updating the Resource Mobilization Plan for 2026-2028, and maintaining a dynamic donor database. Key tasks include supporting the planning and execution of donor field visits, collaborating with Outcome Leads to create high-quality donor proposals, and leading the development of advocacy and resource mobilization materials. The consultant will also conduct due diligence on prospective partners and strengthen internal information flows regarding partnership and donor engagement procedures. Deliverables include drafts and final versions of various plans and proposals, as well as updates to the donor database and advocacy materials, all aimed at maximizing impact and visibility for UNICEF's initiatives.

Required Qualifications:
Candidates must possess a bachelor's degree in communication, development, social sciences, project management, or a related field. A minimum of 10 years of relevant work experience in partnership management, external relations, resource mobilization, or related fields is required. Experience in donor engagement, strategic communications, and program coordination within international development or humanitarian contexts is essential. Candidates should have a strong understanding of partnership procedures and compliance requirements, as well as demonstrated experience in using digital tools for partnership tracking and data management.

Educational Background:
A bachelor's degree in communication, development, social sciences, project management, or a related field is required. Advanced degrees or specialized training in relevant areas may be advantageous but are not mandatory.

Experience:
At least 10 years of relevant work experience is required, particularly in partnership management, external relations, resource mobilization, or related fields. Candidates should have experience managing complex initiatives involving multiple stakeholders, including government, UN agencies, donors, civil society, and private sector partners. Familiarity with the Namibian governance, development, and donor landscape is considered an asset.

Languages:
Fluency in English is mandatory. Knowledge of local languages will be considered an asset, enhancing communication and engagement with local stakeholders.
