Job Overview: The Article 6 Readiness Specialist Consultant for Argentina will collaborate with the Climate Ambition and Transparency Team to strengthen capacities in Argentina for designing and implementing policy instruments that operationalize Article 6 of the Paris Agreement. This role involves establishing institutional arrangements to comply with technical and operational requirements for carbon markets, thereby enhancing Argentina's climate ambition as reflected in its Nationally Determined Contributions (NDCs). The consultant will work under the supervision of UNEP’s Programme Management Officer for Energy Efficiency of the Climate Change Unit for Latin America and the Caribbean Office, and will be responsible for engaging with various stakeholders, including the Sub-Secretariat of Environment of Argentina, to gather necessary information and provide technical inputs for the development of carbon market frameworks and guidelines. The consultant will also participate in capacity-building workshops and contribute to the development of regional guides on greenhouse gas baselines and emissions projections.
Duties and Responsibilities: The consultant will perform a variety of tasks, including:
Gathering technical information required for developing a roadmap for the implementation of carbon markets and Article 6, aligned with Argentina’s National Strategy for the Use of Carbon Markets.
Providing timely technical inputs to recommendations and results produced by consulting firms regarding GHG baselines and emissions projections.
Contributing to the organization of workshops for capacity building in Argentina, providing technical inputs on scope and methodology, and engaging with local institutions.
Developing a comprehensive assessment of eligibility criteria and guidance documents for the registration and monitoring of mitigation initiatives.
Providing technical input and revisions to regional guidelines for private sector participation in Article
Organizing meetings with local stakeholders from the private sector to share results and conclusions from surveys and guidelines.
Gathering information on emission-reduction projects and providing technical input for selecting project ideas for prefeasibility studies.
Required Qualifications: The position requires a Bachelor's degree in law, environmental sciences, economics, finance, administration, political science, international relations, or a related field. A Master's degree in environmental sciences, climate change policy, carbon markets, or related fields is desirable. The consultant must have at least five years of experience in environmental policy, climate change, or related fields, with experience in carbon pricing projects and national climate policy instruments being highly desirable. Knowledge of Article 6 of the Paris Agreement is also preferred.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as law, environmental sciences, economics, finance, administration, political science, or international relations. A Master's degree in a related field is considered an asset and is desirable for this role.
Experience: The consultant should have a minimum of five years of professional experience in environmental policy, climate change, or related fields. Experience in designing and implementing carbon pricing projects, such as carbon taxes or emissions trading systems, is desirable. Additionally, two years of experience in stakeholder engagement within public institutions is preferred, along with familiarity with national climate policy instruments and Article 6.
Languages: Fluency in Spanish is required for this position, while a confident level of English is desirable. Proficiency in both languages will facilitate effective communication with local stakeholders and international partners.
Additional Notes: The position is expected to last for 8 months, with the consultant required to work 20 hours per week from Monday to Friday. The consultant will be based at the Sub-Secretariat of Environment of Argentina in Buenos Aires.
