Job Overview: The position of Consultancy: Strengthen Integrated Digitization of Health Campaigns Consultant is crucial for addressing the challenges faced by countries in integrating data from various public health campaigns into national health management information systems (HMIS). The consultant will work under the supervision of the Health Specialist in the Digital Health Transformation, Access and Impact Unit at UNICEF HQ. The role involves providing technical expertise and coordination support to enhance the digital foundations necessary for integrated and interoperable data systems. This includes the development of an Integrated Campaign Registry (ICR) to connect multiple campaign platforms and facilitate real-time data exchange with national HMIS. The consultant will also contribute to broader digital health strengthening efforts, ensuring alignment between campaign and routine systems at both global and country levels.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks aimed at improving the integration of health campaign data systems with national HMIS. Key responsibilities include:
Providing strategic and technical guidance on the design and rollout of the Integrated Campaign Registry (ICR), ensuring compliance with HL7 FHIR standards.
Supporting the adoption of Health Information Exchange (HIE) standards and interoperability frameworks in four countries.
Preparing resources to facilitate UNICEF's coordination with global, regional, and national stakeholders, ensuring alignment with existing digital health initiatives.
Documenting lessons learned from the implementation of the ICR and related integration efforts, contributing to global guidance on campaign and HMIS integration. The consultant will also be expected to participate in coordination meetings, develop technical briefs, and produce documentation that captures implementation experiences and challenges.
Required Qualifications: Candidates must possess an advanced university degree in Medicine, Public Health, Epidemiology, Health Policy, Data Science, or related fields. A Bachelor of Medicine may be considered in lieu of relevant experience. Additionally, candidates should have at least eight years of progressively responsible experience in global health, digital health, or health information systems, particularly in low- and middle-income countries (LMICs). Proven experience in designing or implementing digital health initiatives, including the use of HL7 FHIR and interoperability standards, is essential. Strong analytical and coordination skills, excellent written and oral communication abilities, and the capacity to work independently and collaboratively in multicultural teams are also required.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Medicine, Public Health, Epidemiology, Health Policy, or Data Science. A Bachelor of Medicine is acceptable if accompanied by relevant experience in the field. This educational foundation is critical for understanding the complexities of health systems and the integration of digital health solutions.
Experience: The position requires a minimum of eight years of progressively responsible experience in global health, digital health, or health information systems. Candidates should have a strong background in working with health information systems in low- and middle-income countries, demonstrating expertise in designing and implementing digital health initiatives. Experience with HL7 FHIR, Health Information Exchange (HIE), and data governance principles is highly desirable, as is familiarity with public health campaign data systems such as immunization and neglected tropical diseases (NTDs).
Languages: Fluency in written and spoken English is mandatory for this position. Additionally, working proficiency in French and/or Portuguese is highly desirable, as it will facilitate communication with stakeholders in various countries and enhance the consultant's ability to engage with diverse teams and partners.
Additional Notes: The consultancy is set to last from February 1, 2026, to January 31, 2027, and is primarily remote-based. The consultant will be expected to travel to four countries, with travel costs covered by UNICEF according to their travel policies. Candidates must complete their profiles in UNICEF's e-Recruitment system and submit a financial proposal detailing costs per deliverable and total lump-sum for the assignment.
