Job Overview:
The Chargé des relations extérieures will play a pivotal role in enhancing the capabilities of the country office in resource mobilization, advocacy, and partnership development with all relevant stakeholders, including non-state actors. This position serves as the principal advisor to the WHO Representative and the country office on resource mobilization activities, advocacy, and partnerships. As a key member of the Senior Management Team (SMT), the Chargé des relations extérieures will coordinate, expand, develop, and oversee the funding of country office activities and associated partnerships. The role requires innovative action planning for resource mobilization to ensure sustainable funding for both core and emergency activities, conducting research on donor interests, drafting proposals, organizing information sessions, and developing reports for donors to ensure timely and accurate reporting. The position also involves maintaining relationships with partners through innovative approaches, contributing proactively to negotiations for swift agreements with donors, and managing multiple projects throughout their lifecycle while ensuring compliance with donor agreements.

Duties and Responsibilities:
  • Develop and implement an innovative resource mobilization action plan for the country office to ensure sustainable funding for core and emergency activities.
  • Conduct research on donor interests and requirements related to funding requests.
  • Draft proposals, organize information sessions, and develop reports for donors to ensure accurate and timely reporting.
  • Maintain relationships with partners through innovative approaches, such as quarterly information meetings.
  • Communicate the annual/biennial strategic direction of WHO clearly and convincingly.
  • Contribute proactively to negotiations for swift agreements with donors.
  • Oversee all activities related to resource mobilization, grant management, funding needs, and deficits.
  • Keep project calendars and milestones updated.
  • Analyze project activity information and monitor progress towards objectives using various project management databases. 1
  • Liaise with regional offices for necessary approvals, including legal and financial permissions for donor proposals and agreements before signing. 1
  • Collaborate closely with procurement, logistics, human resources, and technical services staff to ensure overall project execution. 1
  • Liaise with coordination agencies in the country to ensure participation in system-wide resource mobilization activities. 1
  • Use communication products effectively to inform donors about health sector strategies and encourage funding for WHO's global health response. 1
  • Support the implementation of communication strategies and plans to raise awareness of WHO programs at the country level. 1
  • Build and maintain productive networks and contacts with media and key national communication counterparts. 1
  • Collaborate with development partners and strategic partners to encourage the production and dissemination of information on national health strategies. 1
  • Represent WHO within the United Nations Communication Group. 1
  • Generate and facilitate the production of donor-specific visibility content for various online platforms. 1
  • Coordinate and prepare accurate and timely reports on communication activities for informed decision-making. 2
  • Execute any other relevant tasks as requested by the supervisor.

Required Qualifications:
Essential: A university degree in social sciences, international relations, political science, business administration, communication, marketing, management, or economics from an accredited or recognized institution. Desirable: Specific studies in resource mobilization, partnership creation, development, and/or humanitarian action. Training in donor intelligence, proposal writing, and general project management is also desirable.

Educational Background:
The position requires a university degree in relevant fields such as social sciences, international relations, political science, business administration, communication, marketing, management, or economics. Additional studies focusing on resource mobilization and partnership development are considered advantageous. Training in donor intelligence and project management is also beneficial.

Experience:
Essential: At least five (5) years of relevant experience at the national and international levels in resource mobilization and external relations, with proven achievements in resource mobilization activities. Desirable: Experience with WHO, other UN agencies, or in a similar field, and experience working in emergency contexts is preferred.

Languages:
Essential: Expert knowledge of French and Kirundi. Desirable: Intermediate knowledge of English is considered an asset.

Additional Notes:
This is a National Professional Officer position, and only applications from nationals of Burundi will be accepted. The remuneration comprises an annual base salary starting at USD 31,390, subject to mandatory deductions for pension contributions and health insurance. The position offers 30 days of annual leave.
