Job Overview: The Government Safety Inspector Airworthiness — Air Operator and Approved Maintenance Organization Certification (AIR) iPack Team Lead is responsible for leading a team that provides technical assistance to states in airworthiness certification and safety oversight of air operators and approved maintenance organizations. This role involves guiding the team in understanding and implementing the Standards for airworthiness as outlined in various ICAO Annexes. The position requires a deep understanding of airworthiness regulations, the ability to develop and refine internal guidance and procedures, and the capacity to evaluate and approve maintenance procedures and training curricula. The team lead will also coordinate the deployment of the iPack, ensuring that all necessary materials and information are accessible and that stakeholders are engaged effectively. This position is crucial for enhancing the safety and compliance of civil aviation operations globally.
Duties and Responsibilities:
Lead the iPack team in understanding and applying the Standards for airworthiness, guiding them in developing regulations and procedures for certification and oversight activities.
Evaluate Maintenance Procedures Manuals (MPM) and training curricula to determine initial approval for air operators.
Direct the team in assessing the results of main base inspections and evaluating Maintenance Control Manuals.
Guide the team in evaluating proposed Minimum Equipment Lists (MEL) and identifying Configuration Design Limitations (CDL).
Oversee the completion of operator certificates and Standard Operating Procedures (SOPs), ensuring all necessary items are included in certification reports.
Coordinate the deployment of the AIR iPack, preparing for successful implementation and reporting on objectives achieved and lessons learned.
Conduct meetings and prepare reports on the deployment and effectiveness of the iPack, providing recommendations for improvements.
Perform any other related tasks as required to meet the objectives of the assignment.
Required Qualifications:
A first level university degree in aeronautical engineering or engineering mechanics with a major in aircraft structure, or equivalent.
A technical qualification in aviation such as a maintenance engineering license may be accepted in lieu of the university degree.
Considerable experience (ten years or more) in a senior position within a CAA Department of Airworthiness.
Significant experience (three years or more) as an airworthiness inspector with a CAA in the certification and oversight of air operators and approved maintenance organizations.
Extensive experience in airworthiness administration, certification, inspection, and approval processes.
Knowledge of ICAO Annexes related to airworthiness and operational approvals.
