Job Overview: The ICAO Government Safety Inspector — Personnel Licensing (PEL) iPack Team Lead is responsible for leading a team that establishes and maintains a Civil Aviation Authority (CAA) Personnel Licensing system in accordance with Annex 1 requirements. This position involves providing technical assistance to member states in developing and implementing personnel licensing-related Standards and Recommended Practices (SARPs). The role requires a deep understanding of aviation regulations, training, and oversight processes, as well as the ability to guide and mentor a team of inspectors and stakeholders in the aviation sector. The incumbent will be expected to coordinate the deployment of the iPack model, which includes all necessary components for achieving effective personnel licensing systems, such as ICAO documents, training courses, and expert support. The position also entails evaluating licensing applications, ensuring compliance with regulations, and managing knowledge testing systems for flight crew and other applicants.
Duties and Responsibilities:
Lead the ICAO Government Safety Inspector — Personnel Licensing (PEL) iPack team in establishing and maintaining a CAA PEL system as per Annex 1 requirements. This includes explaining personnel licensing requirements, drafting or reviewing stakeholder management strategies, and guiding the team in developing regulations and procedures for certification and oversight activities.
Oversee the development of training and knowledge testing materials for flight crew and other applicants, ensuring that the team administers, grades, and documents knowledge tests effectively.
Evaluate licence applications for completeness and accuracy, guiding the team in developing internal guidance and procedures for notifying applicants and reviewing applications.
Ensure compliance and enforcement systems align with licensing issuance processes, including the validation and conversion of foreign licences.
Manage the suspension or revocation of licences, developing internal guidance for effective safety oversight systems and enforcement actions.
Coordinate and report on the successful deployment of the PEL iPack, preparing necessary materials, conducting meetings, and analyzing needs to create a work plan for the iPack deployment.
Required Qualifications: The position requires considerable experience in a senior role within a CAA Department of Personnel Licensing, with a minimum of ten years in the field. Candidates must have significant experience as a Personnel Licensing Inspector and a sound knowledge of relevant aviation regulations, including Annex 1 and Annex
Familiarity with PEL policies, procedures, and practices is essential, along with experience in air transport operations and staff development. Desirable qualifications include participation in ICAO’s Universal Safety Oversight Audit Programme and experience in international technical assistance projects.
Educational Background: Candidates should possess a first-level university degree in Aviation, Engineering, or a related technical discipline. A technical qualification in aviation, such as an Airline Transport Pilot License or Air Traffic Control License, may be accepted in lieu of the degree. This educational background ensures that the candidate has the necessary technical knowledge and understanding of aviation operations and regulations.
Experience: The ideal candidate should have at least ten years of considerable experience in a senior position within a CAA Department of Personnel Licensing. This includes significant experience as a Personnel Licensing Inspector, with a focus on certification and oversight of Approved Training Organizations and knowledge testing systems. Experience in developing and implementing safety enhancement programs in civil aviation is also highly valued.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. Knowledge of additional languages such as Arabic, Chinese, French, Russian, or Spanish is considered desirable, as it can enhance communication and collaboration with diverse stakeholders in the international aviation community.
Additional Notes: This position is intended for experts interested in consultancy contracts, both short and long term. Evaluation of candidates may include an assessment exercise followed by a competency-based interview. ICAO consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
