Job Overview:
The Associate for the Technical Cooperation Project will play a crucial role in coordinating and implementing an EU-funded project aimed at developing a regulatory and institutional framework for Carbon Capture, Utilisation and Storage (CCUS) in Croatia. This position requires collaboration with various stakeholders, including local authorities and the Donor Partnerships team, to ensure the successful execution of the project. The Associate will be responsible for supporting the development and implementation of technical assistance assignments, facilitating policy dialogue, and conducting market and sector analyses to inform investment programs and regulatory reforms. The role also involves managing project documentation, stakeholder engagement, and ensuring timely delivery of project outputs in accordance with EU and EBRD standards. The Associate will be expected to monitor project performance, prepare reports, develop training materials, and assist with procurement activities, all while adhering to the policies and objectives of the EBRD.

Duties and Responsibilities:
The Associate will have a comprehensive set of responsibilities, including:
  • Supporting the development and implementation of technical assistance assignments to ensure Green Economy Transition (GET) investment activity.
  • Facilitating policy dialogue with local authorities to accelerate decarbonisation in key sectors.
  • Conducting market, sector, and country analytics to inform investment programs and regulatory reforms.
  • Collecting and monitoring information regarding project implementation and progress.
  • Preparing consolidated reports for internal and external stakeholders, including the European Commission.
  • Developing templates, analyses, and training materials to support project implementation.
  • Coordinating visibility and communication activities in line with the Project’s Communication and Visibility Plan.
  • Assisting with procurement activities in accordance with EBRD procedures.
  • Preparing monitoring reports on project performance for internal and external stakeholders. 1
  • Performing additional tasks as assigned by the Operation Leader, with a focus on climate policy and regulatory reform.

Required Qualifications:
Candidates must possess a Bachelor’s degree in relevant fields such as environmental policy, energy, law, public administration, or engineering. A Master’s degree with a focus on climate policy, energy transition, carbon management, or environmental economics is preferred. Candidates should have a background in climate change, energy policy, or regulatory development, and ideally possess project management experience. Strong coordination and communication skills are essential, along with proficiency in MS Office and project tracking tools. A results-oriented and proactive approach is necessary, as well as the ability to engage with diverse stakeholders effectively.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in relevant areas of expertise, such as environmental policy, energy, law, public administration, or engineering. A Master’s degree is highly desirable, particularly with a focus on climate policy, energy transition, carbon management, or environmental economics, which will provide the necessary theoretical foundation and analytical skills required for the role.

Experience:
The position requires relevant experience in public sector reform, technical assistance, or consultancy support, ideally within EU-funded programs. Candidates should have experience working effectively with senior officials in public institutions, regulatory bodies, and industry stakeholders to ensure broad cooperation and ownership of project outcomes. Familiarity with EU climate and energy policy, particularly in areas such as CCUS, ETS, TEN-E, NZIA, or the EU Green Deal, is also advantageous.

Languages:
Fluency in written and spoken English and Croatian is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and contribute to the project's success.
