Job Overview:
The Young and Emerging Evaluator (YEE) will play a crucial role in supporting the Country Programme Evaluation (CPE) for UNFPA in Nepal, which will assess the 9th Country Programme (2023–2027). The evaluation aims to provide an independent assessment of UNFPA's support in terms of relevance, coherence, effectiveness, efficiency, and sustainability. The YEE will assist the evaluation manager and team throughout the evaluation process, contributing to the development of evaluation methodologies, refining the theory of change, and formulating evaluation questions. This position is designed for individuals under 35 years of age, who are eager to gain experience in evaluation within the context of international development. The YEE will engage in data collection activities, including site visits, interviews, and group discussions, and will support data analysis and the dissemination of evaluation results. This role is an excellent opportunity for a young professional to develop their skills in evaluation and contribute to meaningful outcomes for UNFPA and its stakeholders.

Duties and Responsibilities:
The Young and Emerging Evaluator will be responsible for a variety of tasks throughout the CPE process, including: supporting the evaluation team leader in developing the evaluation methodology; reviewing and refining the theory of change; finalizing evaluation questions; and developing the evaluation matrix, data collection methods, tools, and indicators. The YEE will participate in data collection activities such as site visits, interviews, and group discussions, and will assist in the analysis of collected data. Additionally, the YEE will support the dissemination of evaluation results and facilitate their use among stakeholders. Administrative support will also be provided throughout the evaluation process, including participation in meetings with the CPE manager, UNFPA Nepal Country Office staff, and the Evaluation Reference Group (ERG).

Required Qualifications:
Candidates must possess a Bachelor’s Degree in development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or a related field. A certificate in evaluation or an equivalent qualification is also required. Candidates should have 2-3 years of work experience in monitoring and evaluation, research, or social studies within the international development sector. Strong analytical and problem-solving skills, as well as the ability to work effectively in a team, are essential. Candidates should demonstrate strong organizational, communication, and writing skills, and have a good command of information and communication technology and data visualization tools. Familiarity with the mandate and activities of UNFPA or other United Nations organizations is advantageous, as is a keen interest in professional development as an evaluator.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in relevant fields such as development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or any other discipline that aligns with the responsibilities of the role. Additionally, a certificate in evaluation or a similar qualification is necessary to ensure that candidates have a foundational understanding of evaluation principles and practices.

Experience:
Candidates should have 2-3 years of relevant work experience in monitoring and evaluation, research, or social studies, particularly in the context of international development. This experience should demonstrate the candidate's ability to engage in evaluation processes, data collection, and analysis, as well as their capacity to work collaboratively within a team setting. The ideal candidate will have a proven track record of contributing to evaluation projects and will be able to showcase their analytical and problem-solving skills in practical scenarios.

Languages:
Fluency in both written and spoken English and Nepali is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, data collection, and the dissemination of evaluation results. Additional language skills may be considered an asset, particularly if they enhance the candidate's ability to engage with diverse communities and stakeholders in Nepal.
