Job Posting Organization: The position is located within the Business Facilitation Section of the Division of Investment and Enterprise at the United Nations Conference on Trade and Development (UNCTAD). Job Overview: The Programme Officer will play a crucial role in the development, implementation, and evaluation of various programs and projects aimed at enhancing business facilitation and improving public administration services. This position requires a proactive approach to monitoring and analyzing program development, identifying challenges, and proposing solutions. The officer will engage in consulting assignments, facilitating workshops, and assisting clients in managing change effectively. Additionally, the role involves extensive research and analysis of information related to business facilitation, contributing to policy development, and preparing evaluations and reports. The Programme Officer will also be responsible for coordinating outreach activities, conducting training workshops, and leading field missions, ensuring that all activities align with the organization's goals and objectives.
Duties and Responsibilities: The Programme Officer's responsibilities include participating in the development and evaluation of assigned programs/projects, monitoring their implementation, and analyzing relevant documents. The officer will conduct consulting assignments, facilitate workshops, and assist clients in developing actionable plans. Researching and analyzing information from diverse sources related to business facilitation is essential, as is assisting in policy development and conducting surveys. The officer will prepare various written outputs, provide support for meetings and conferences, and coordinate activities related to budget and funding. Additional duties may include conducting training workshops, leading field missions, and performing other tasks as required by the Chief of the Business Facilitation Section.
Required Qualifications: Candidates must possess a strong understanding of public administration theories and concepts, particularly in the context of eGovernment systems for business facilitation. The ability to identify and analyze issues, conduct independent research, and manage conflicting priorities is essential. Candidates should demonstrate professionalism, creativity in problem-solving, and technological awareness, particularly regarding the latest trends in eGovernment systems. A commitment to gender perspectives and equal participation in all areas of work is also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, technology, arts and creative sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Experience in designing and implementing no-code online platforms for displaying business data, as well as experience with public administration services through complex eGovernment platforms, is desirable. Familiarity with Formio and Keycloak applications, as well as content development using generative AI and LLM-based coding agents, is also advantageous.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while either French or Chinese (Mandarin) is desirable. Additionally, knowledge of Spanish, Arabic, or Russian is also considered beneficial.
Additional Notes: This temporary position has an initial duration of three months, with the possibility of extension based on satisfactory performance and availability of funds. Candidates should be aware that there is no expectation of a fixed-term appointment following this temporary assignment. The selection process may include an assessment exercise and a competency-based interview.
