Job Overview:
The consultant will play a crucial role in the S.T.A.R.T. project, which aims to facilitate the safe transfer and reception of migrants in Italy, particularly from the congested hotspot of Lampedusa. The primary function of this position is to evaluate and certify compliance with IOM's standard regulations and procedures for service and supply procurement processes. This involves producing three certificate opinions that will be attached to IOM's payment requests to the donor. The consultant will work closely with the IOM team to ensure that all processes are compliant with the AMIF 2021-2027 Eligibility and Reporting rules Manual. The expected outputs include interim and final reports in Italian, demonstrating the consultant's ability to deliver quality results in a timely manner while adhering to the organization's standards.

Duties and Responsibilities:
  • Conduct an independent evaluation of IOM's procurement processes to ensure compliance with established regulations and procedures.
  • Produce three certificate opinions, with the first interim report due by 15 March 2026 and the final report by 20 June 202
  • Collaborate with IOM staff to gather necessary documentation and information for the evaluation process.
  • Maintain clear communication with relevant authorities and partners involved in the project.
  • Ensure that all reports are written in Italian and meet the required standards of clarity and completeness.
  • Provide recommendations for improvements in procurement processes based on the evaluation findings.
  • Adhere to the reporting schedule and deliverables as outlined in the contract.

Required Qualifications:
  • Qualified lawyer registered as a practitioner.
  • Proven experience in procurement auditing and compliance certification.
  • Experience working with international, governmental, and/or non-governmental institutions.
  • At least two recent references from previous clients, not older than six months.
  • A list of services carried out in the last three years, with previous work for IOM considered an asset.

Educational Background:
The position requires a legal background, specifically a qualified lawyer who is registered as a practitioner. This educational requirement ensures that the consultant possesses the necessary legal knowledge and expertise to evaluate compliance with procurement regulations effectively.

Experience:
Candidates must have a minimum of five years of proven experience in procurement auditing and compliance certification. This experience should include working with international, governmental, and non-governmental institutions, demonstrating the ability to navigate complex regulatory environments and provide accurate evaluations.

Languages:
Fluency in Italian and English, both oral and written, is mandatory for this position. Proficiency in additional languages, such as French and Spanish, is considered a valuable asset, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may involve written and/or oral assessments.

The consultancy is expected to start on 1 December 2025 and will tentatively run until 30 June 202
  • The contract value is up to 6,000 Euro, with payments made in instalments based on deliverables. The consultant will be hired on a Category B basis, and the appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents. Candidates must ensure they have their own medical insurance for non-occupational accidents or illnesses before commencing work. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
