Job Overview: The position of Consultant to Support the Ministry of Finance (MoF) in Montenegro involves providing expert guidance and support in developing integrated methodological improvements to the Montenegrin Macroeconometric Model. The consultant will be responsible for analyzing existing methodologies, identifying gaps, and proposing enhancements that align with international best practices. This role requires a deep understanding of macroeconometric modeling and the ability to work collaboratively with government officials and stakeholders. The consultant is expected to deliver high-quality outputs within a specified timeframe, ensuring that the methodologies developed are practical and applicable to the Montenegrin context. The assignment is set to commence on December 1, 2025, and will last until June 30, 2026, encompassing a total of 15 consultancy days. The consultant will need to submit proposals through the UNDP supplier portal, adhering to the guidelines provided.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including but not limited to:
Conducting a comprehensive review of the current Montenegrin Macroeconometric Model and its methodologies.
Identifying areas for improvement and proposing integrated methodological enhancements.
Collaborating with the Ministry of Finance and other relevant stakeholders to gather insights and feedback on proposed changes.
Developing detailed documentation outlining the new methodologies and their implementation processes.
Providing training and capacity-building sessions for MoF staff to ensure effective adoption of the new methodologies.
Preparing progress reports and final deliverables in accordance with UNDP standards and timelines.
Engaging in regular communication with UNDP and the MoF to ensure alignment and address any emerging issues during the consultancy period.
Required Qualifications: Candidates must possess a strong background in economics, particularly in macroeconometrics, with proven experience in developing and implementing econometric models. A solid understanding of the Montenegrin economic context and familiarity with the Ministry of Finance's operations will be advantageous. Additionally, candidates should demonstrate excellent analytical skills, the ability to work independently, and strong communication skills to effectively convey complex concepts to non-experts. Previous experience working with international organizations or government agencies is highly desirable.
Educational Background: A master's degree or higher in economics, finance, or a related field is required for this position. Candidates with a PhD in a relevant discipline will be given preference. Specialized training or certifications in econometric modeling or related methodologies will also be considered an asset.
Experience: The ideal candidate should have a minimum of 5 years of relevant professional experience in macroeconometric modeling and analysis. Experience working on projects related to government finance or public policy in Montenegro or similar contexts will be particularly valuable. The consultant should also have a track record of successfully delivering consultancy services to governmental or international organizations.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Montenegrin or Serbian is considered an asset, as it may facilitate better communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: This consultancy position is classified as an individual contractor role under the procurement process of UNDP. The contract duration is from December 1, 2025, to June 30, 2026, with a total of 15 consultancy days expected. The consultant will be required to submit their proposals through the UNDP supplier portal, and any inquiries for clarification must be made in writing via the portal's messaging functionality. The position is part-time, and the consultant will work remotely, with the possibility of occasional meetings in Montenegro as needed.
