Job Overview: The position of Local Consultant for the Design of a Track and Trace Information System involves providing expert consultancy services to develop a comprehensive system that tracks and traces information effectively. The consultant will be responsible for analyzing existing systems, identifying gaps, and proposing solutions that align with UNDP's objectives. This role requires a deep understanding of information systems, data management, and the specific needs of the stakeholders involved. The consultant will work closely with UNDP teams and local partners to ensure that the designed system meets the operational requirements and enhances transparency and accountability in processes. The assignment is expected to span from December 1, 2025, to December 20, 2026, with a total of 40 consultancy days allocated for the project.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including but not limited to: conducting a thorough assessment of current tracking and tracing systems; engaging with stakeholders to gather requirements and expectations; designing a user-friendly and efficient Track and Trace Information System; developing a detailed implementation plan that includes timelines and resource allocation; providing training and support to users of the new system; ensuring compliance with UNDP standards and best practices; preparing comprehensive documentation of the system design and user manuals; and presenting findings and recommendations to UNDP and relevant stakeholders throughout the project lifecycle.
Required Qualifications: Candidates must possess a strong background in information systems design and implementation, with proven experience in developing similar systems. A solid understanding of data management principles and practices is essential. Additionally, familiarity with UNDP's operational frameworks and methodologies will be advantageous. The consultant should demonstrate excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. Strong project management skills and the ability to work independently are also required.
Educational Background: A minimum of a bachelor's degree in information technology, computer science, or a related field is required. A master's degree or higher qualification in a relevant discipline will be considered an asset. Certifications in project management or information systems design will also be beneficial.
Experience: The ideal candidate should have at least 5 years of relevant professional experience in information systems design and implementation. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Proven track record of successfully delivering similar consultancy services will be a significant advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Montenegro will be considered an asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.
