Job Overview: The position of International Consultant to support the Ministry of Labour involves providing expert guidance and support in the conceptualization of a data warehouse system aimed at enhancing the efficiency and effectiveness of social protection services in Moldova. The consultant will work closely with the Ministry of Labour and Social Protection, leveraging their expertise to develop a comprehensive framework for the data warehouse that aligns with the strategic goals of the ministry. This role requires a deep understanding of data management systems, social protection frameworks, and the ability to translate complex technical requirements into actionable plans. The consultant will be expected to engage with various stakeholders, including government officials, technical teams, and other relevant partners, to ensure that the data warehouse system meets the needs of the ministry and contributes to improved service delivery.
Duties and Responsibilities:
Conduct a thorough assessment of the current data management practices within the Ministry of Labour and Social Protection.
Collaborate with ministry officials to identify key requirements and objectives for the data warehouse system.
Develop a detailed conceptual framework for the data warehouse, including data sources, architecture, and user interfaces.
Provide recommendations on best practices for data governance, security" style="border-bottom: 1px dotted #007bff !important;">security, and privacy in the context of social protection data.
Facilitate workshops and training sessions for ministry staff to enhance their understanding of data management and the proposed system.
Prepare comprehensive documentation outlining the design and implementation plan for the data warehouse.
Support the ministry in engaging with technology vendors and service providers for the development and deployment of the system.
Monitor and evaluate the progress of the project, providing regular updates to stakeholders and making adjustments as necessary.
Ensure that the data warehouse system is aligned with national policies and international standards for social protection.
Proven experience in designing and implementing data management systems, preferably in the context of social protection or public sector.
Strong understanding of data governance, security, and privacy issues.
Excellent analytical and problem-solving skills, with the ability to translate complex data requirements into practical solutions.
Demonstrated ability to work collaboratively with diverse stakeholders, including government officials, technical teams, and civil society organizations.
Strong communication skills, both written and verbal, with the ability to present technical information to non-technical audiences.
Educational Background: Candidates must possess at least a Master's degree in a relevant field such as Information Technology, Data Science, Public Administration, or Social Sciences. A PhD in a related discipline would be an advantage. Additional certifications in data management or project management would also be beneficial.
Experience: The ideal candidate should have a minimum of 5 years of professional experience in data management, with a focus on social protection systems or public sector projects. Experience working with international organizations or government agencies in a consulting capacity is highly desirable. Familiarity with the social protection landscape in Moldova or similar contexts will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Romanian or Russian would be considered an advantage, as it would facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be determined based on the project timeline and deliverables. The consultant is expected to work on a full-time basis, with flexibility in terms of location, although presence in Moldova may be required for certain meetings and workshops. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors. The consultant will be responsible for their own taxes and social security contributions.
