Job Overview:
The position of International Consultant for Mid Term review involves conducting a comprehensive evaluation of the 'Activating Village Courts in Bangladesh Phase III' project. This role requires the consultant to assess the effectiveness, efficiency, and impact of the project, providing insights and recommendations for future phases. The consultant will be expected to engage with various stakeholders, including local communities, government officials, and UNDP representatives, to gather data and perspectives on the project's implementation and outcomes. The assignment is structured over a period of 40 working days, spread across five months, allowing for thorough analysis and reporting. The consultant will need to demonstrate a strong understanding of the legal and governance frameworks in Bangladesh, particularly in relation to village courts, and possess the ability to synthesize findings into actionable recommendations.

Duties and Responsibilities:
  • Conduct a thorough mid-term review of the 'Activating Village Courts in Bangladesh Phase III' project, focusing on its objectives, implementation strategies, and outcomes.
  • Engage with stakeholders, including community members, local government officials, and UNDP staff, to gather qualitative and quantitative data.
  • Analyze project documentation, reports, and relevant legal frameworks to assess the project's alignment with national policies and international standards.
  • Prepare a detailed evaluation report that includes findings, conclusions, and recommendations for improving project implementation and sustainability.
  • Present the evaluation findings to UNDP and other stakeholders, facilitating discussions on the implications of the results.
  • Ensure that the evaluation process adheres to ethical standards and respects the confidentiality of participants.
  • Provide ongoing support and guidance to UNDP in implementing the recommendations from the evaluation.

Required Qualifications:
  • Advanced degree in law, social sciences, public administration, or a related field.
  • Proven experience in conducting evaluations or reviews of development projects, particularly in the governance or legal sectors.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the legal and governance context in Bangladesh, particularly regarding village courts and community justice systems.
  • Experience working with UN agencies or international organizations is an asset.

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in relevant fields such as law, social sciences, public administration, or a related discipline. A PhD in a relevant area would be considered an advantage, particularly for candidates with a strong research background.

Experience:
The position requires a minimum of 5 years of professional experience in project evaluation, governance, or legal reform. Candidates should have a demonstrated track record of working on similar projects, particularly in developing countries, and should be familiar with the challenges and opportunities in the Bangladeshi context.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Bengali (Bangla) is highly desirable, as it will facilitate engagement with local stakeholders and enhance the quality of the evaluation process.

Additional Notes:
This consultancy is offered as an individual contractor position, with a contract duration of 40 working days over a period of 5 months. The consultant will be expected to work remotely and may need to travel within Bangladesh as required for stakeholder consultations. The position is part-time, and the consultant will be compensated based on the agreed fee structure outlined in the contract.
