Job Overview:
The Chief of Operations (CoOps) at Humanity & Inclusion will play a pivotal role in leading the implementation of the Mine Action operational strategy in Syria, specifically in the Hama, Raqqa, and Deir ez-Zour governorates. This position requires collaboration with various stakeholders, including HQ AVR Land Release Specialists and the Hub Manager for North-East Syria. The CoOps will be responsible for ensuring that all operational, programmatic, and strategic elements of the Mine Action projects comply with international and national standards, as well as internal SOPs. The role involves planning activities in close coordination with Technical Field Managers and other technical advisors, ensuring that the humanitarian response effectively addresses the needs of conflict-affected populations, particularly those with disabilities. The CoOps will also be tasked with enhancing HI's Mine Action efforts by drawing on global best practices and providing technical expertise to the program.

Duties and Responsibilities:
  • Oversee EO-related safety and awareness aspects across the Syria Program, supporting field activities and ensuring compliance with HI’s mandate and insurance requirements.
  • Contribute to the development of the AVR and land release strategy by assessing needs, feasibility, and risks associated with potential land release activities.
  • Provide guidance and technical support to Land Release components of AVR projects, including the development of technical guidelines and SOPs for NTS and clearance activities.
  • Develop future NTS and clearance capacities by creating implementation plans for land release interventions, including recruitment and training plans.
  • Ensure external coordination and compliance by liaising with relevant stakeholders and ensuring all necessary permissions are in place for land release activities.

Required Qualifications:
Candidates must possess relevant and certified EOD and IEDD qualifications, specifically an IMAS Level 3+ qualification from an accredited institution. Additionally, experience in planning, managing, and supervising surveys and clearance operations is essential. A thorough understanding of international mine action standards and demonstrated strategic thinking capabilities in the humanitarian mine action sector are also required. Experience in engaging with high-level institutional stakeholders is crucial, along with a commitment to ethical values and a constructively critical mindset.

Educational Background:
A relevant degree in a field related to humanitarian mine action, engineering, or a similar discipline is preferred. Candidates should have formal training in explosive ordnance disposal (EOD) and related areas, with certifications from recognized institutions being highly advantageous.

Experience:
The position requires substantial experience in NGOs and humanitarian settings, particularly in mine action operations. Candidates should have a proven track record of managing and supervising mine clearance operations and a deep understanding of the complexities involved in humanitarian responses in conflict-affected areas.

Languages:
Fluency in English is mandatory, with proficiency in Arabic being highly desirable. Knowledge of additional languages relevant to the operational context may be considered an asset.

Additional Notes:
This is a 12-month international contract starting as soon as possible. The contract includes social coverage tailored to the mission context, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 6,800 euros gross per month, with additional per diem and hardship allowances. Paid leave is provided at a rate of 25 days per year, along with rest and recuperation (R&R) days according to the mission level. The position is unaccompanied, and housing will be collectively arranged by HI. If the candidate is a resident of the country, a local package will be offered.
