Job Overview:
The position involves conducting a rapid assessment of Monocentres, which are Technical Vocational Education Centers aimed at providing training for unemployed individuals. The consultant will be responsible for designing an initial framework for two specialized training courses: one focusing on Renewable/Clean Energy Solutions and the other on Climate-Smart Agriculture Practices. This role is crucial as it aims to enhance the skills of the unemployed population in Uzbekistan, aligning with the country's development goals and addressing pressing issues such as climate change and energy sustainability. The assignment is expected to last for 40 working days, spanning from November 2025 to January 2026, and requires a comprehensive understanding of vocational education and training methodologies, as well as expertise in the specified subject areas.

Duties and Responsibilities:
  • Conduct a thorough assessment of the current state of Monocentres in Uzbekistan, identifying strengths, weaknesses, opportunities, and threats.
  • Engage with stakeholders including government officials, educators, and industry representatives to gather insights and data.
  • Analyze the labor market needs in relation to renewable energy and climate-smart agriculture to inform course design.
  • Develop a detailed framework for the two specialized training courses, ensuring they meet the needs of the target population and align with national strategies.
  • Prepare a comprehensive report summarizing findings and recommendations from the assessment.
  • Present the assessment results and proposed training frameworks to UNDP and other stakeholders.
  • Ensure that all deliverables are completed within the specified timeline and adhere to UNDP's quality standards.

Required Qualifications:
  • Proven experience in conducting assessments and evaluations in the field of vocational education and training.
  • Strong background in renewable energy solutions and climate-smart agriculture practices.
  • Excellent analytical and report-writing skills.
  • Ability to work collaboratively with diverse stakeholders and facilitate discussions.
  • Familiarity with the socio-economic context of Uzbekistan and its educational landscape is highly desirable.

Educational Background:
A Master's degree or higher in Education, Social Sciences, Environmental Studies, or a related field is required. Additional certifications or training in vocational education and training methodologies, renewable energy, or agriculture would be an asset.

Experience:
A minimum of 5 years of relevant professional experience in conducting assessments, evaluations, or consultancy work in the field of education or vocational training. Experience working with international organizations, particularly in the context of development projects, is preferred. Familiarity with the challenges and opportunities in Uzbekistan's labor market is also advantageous.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Uzbek or Russian would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the assessment process.
