Job Overview: The MECR Project Officer position involves supporting the implementation of energy projects under the Migration, Environment, Climate Change, and Risk Reduction (MECR) portfolio. The successful candidate will work under the supervision of the Head of Peace and Development Coordination Unit and the MECR Officer. Responsibilities include coordinating activities of Energy Ambassadors and field staff, ensuring quality project implementation, and engaging with communities to foster participation and feedback. The role also requires maintaining monitoring tools, reporting on project progress, and facilitating communication with local government and stakeholders to enhance project ownership. Additionally, the candidate will support capacity building for the field team and assist in general operations troubleshooting.
Duties and Responsibilities:
Support the MECR Project Officer in coordinating and supervising the activities of Energy Ambassadors and field staff.
Ensure quality implementation of project activities in accordance with established work plans.
Design and implement community engagement and mobilization activities, encouraging active participation and feedback from community members.
Maintain and regularly update monitoring and tracking tools for project activities.
Collect, consolidate, and ensure the accuracy of data from the field in a timely manner.
Report to the Programme Manager on project progress, challenges, and lessons learned, proposing corrective measures as necessary.
Facilitate communication and collaboration with local government representatives, community leaders, and other stakeholders to strengthen project coordination.
Support capacity building and provide guidance to the field team to ensure effective program delivery.
Record and archive all relevant documents related to the MECR programme. 1
Assist in troubleshooting and problem-solving for general operations. 1
Perform any other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a degree in Environmental Studies, Energy, Development Studies, or a related field from an accredited university, along with two years of relevant work experience. Alternatively, candidates with a completed high school diploma and at least four years of relevant experience, preferably within international humanitarian organizations, will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database.
Educational Background: The educational requirement for this position includes a degree in Environmental Studies, Energy, Development Studies, or a related area from an accredited university. Candidates with a high school diploma and significant relevant experience may also qualify. It is essential that the educational institution is recognized by the UNESCO World Higher Education Database to ensure the credibility of the qualifications.
Experience: The ideal candidate should have experience working in community-based programs, particularly in displacement settings or climate/environment-related projects. Experience in data collection, data entry, and the use of monitoring tools for project tracking and reporting is crucial. Proven experience in coordinating with local government counterparts, community leaders, and field staff is necessary to ensure effective implementation and ownership of project activities. Previous involvement in renewable energy initiatives, access to clean energy, and community engagement in energy-related projects is highly desirable. Familiarity with international organizations and IOM/UN common systems is an advantage.
Languages: IOM's official languages are English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments. Candidates should demonstrate their language skills effectively, as communication is a key aspect of the role.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months. This post is subject to local recruitment, and only candidates holding a valid residence and work permit for Mozambique will be considered. Appointment is contingent upon certification of medical fitness, verification of residency, visa, and necessary government authorizations.
