Job Overview:
The Finance Assistant position is a critical role within the IOM Mission in the Netherlands, specifically located in The Hague. The individual in this position will operate under the overall supervision of the Resources Management Officer (RMO) and will collaborate with various units at the Administrative Centres. The primary responsibility of the Finance Assistant is to support the finance and accounting functions of the office. This includes extracting and inputting data from various sources into financial or accounting systems, responding to queries related to accounting, budget, or financial data from staff, and assisting in payroll preparation by executing validity checks on monthly payroll results. The Finance Assistant will also review all types of payments, ensuring they are duly authorized and that all supporting documents are attached. This role requires a keen attention to detail and the ability to manage multiple tasks efficiently, as the Finance Assistant will also be responsible for creating new vendor accounts, verifying vendor requests, and preparing necessary financial documents such as receipts and journal vouchers. Additionally, the Finance Assistant will assist in the preparation of budget, accounting, and financial reports as required, and provide support for staff services such as travel and expense claims. The position demands a systematic approach to filing all posted payments and accounting documents according to established standards, as well as managing the office's petty cash.

Duties and Responsibilities:
The Finance Assistant will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Extracting and inputting financial data into accounting systems.
  • Responding to accounting, budget, or financial queries from staff.
  • Assisting in payroll preparation and conducting validity checks on payroll results.
  • Reviewing payment requests to ensure proper authorization and documentation.
  • Creating and managing vendor accounts in the WAVE system.
  • Verifying vendor requests for accuracy and compliance with IOM finance policies.
  • Performing claim verifications against documentation to ensure proper authorization of purchases/services.
  • Preparing necessary financial documents such as receipts and journal vouchers.
  • Assisting in the preparation of budget, accounting, and financial reports. 1
  • Providing assistance to staff services, including travel and expense claims. 1
  • Ensuring systematic filing of all accounting documents. 1
  • Managing the office's petty cash. 1
  • Performing other related duties as required by the RMO or other supervisors.

Required Qualifications:
The ideal candidate for the Finance Assistant position should possess a high school diploma with four years of relevant experience, or a Bachelor’s degree in Business Administration, Accounting, Finance, or related fields with two years of relevant professional experience. Candidates must have proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint, and Outlook. Previous experience with SAP is considered a distinct advantage. The candidate should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. A willingness to learn and adapt in a multi-cultural environment is essential, especially for those with prior work experience in international humanitarian organizations or government institutions.

Educational Background:
Candidates must have a high school diploma or a Bachelor’s degree in a relevant field such as Business Administration, Accounting, or Finance. The educational institutions must be accredited and recognized, preferably those listed in the UNESCO World Higher Education Database. A strong academic background in finance or accounting is crucial for the successful execution of the responsibilities associated with this role.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of relevant experience if they possess only a high school diploma. Experience in financial management, accounting, or related fields is essential. Familiarity with international humanitarian organizations or government institutions is advantageous, as is proficiency in financial software such as SAP. Candidates should also demonstrate strong analytical skills and the ability to prepare clear and concise reports.

Languages:
Fluency in English and Dutch is required, both oral and written. The selection process will specifically evaluate proficiency in these languages, which may include written and/or oral assessments. Knowledge of additional languages, particularly IOM's official languages such as French and Spanish, is considered a plus and may enhance a candidate's profile.

Additional Notes:
This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for the Netherlands will be considered. The offer made to the selected candidate is contingent upon funding confirmation. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
