Job Overview: The Operations Officer position at the World Bank Group in Riyadh is a critical role within the Regional MENAAP Hub Office. The officer will be responsible for supporting the implementation of Country Program Strategies and ensuring the effective management of the operational portfolio across the Gulf Cooperation Council (GCC) countries. This position requires a proactive approach to business development, monitoring project implementation, and facilitating communication between various stakeholders, including government and private sector institutions. The Operations Officer will work closely with the Regional Hub Manager and Program Manager to contribute to the overall success of the World Bank's initiatives in the region, focusing on achieving the Vision 2030 goals set by the Saudi government. Duties and Responsibilities: The Operations Officer will have a diverse set of responsibilities, including: facilitating the development of RAS Business and Program initiatives; supporting the Regional Hub Manager in monitoring the implementation of Country Program Strategies; contributing to business development efforts in collaboration with Resident Representatives; managing the operational portfolio and addressing quality issues; participating in the design and implementation of GP activities; serving as a liaison between GP staff and client counterparts; providing guidance on local political and economic developments; facilitating agreements and bills with counterparts; leading specific tasks for the CMU; implementing monitoring systems for project tracking; conducting regular monitoring of activities; supporting budget processing and procurement functions; coordinating security" style="border-bottom: 1px dotted #007bff !important;">security and safety programs; and fostering capacity development within the Country Office.
Required Qualifications: Candidates must possess a Master's degree or higher in a relevant field such as economics, public policy, business administration, finance, or engineering. A minimum of 5 years of operationally relevant experience is required, along with fluency in both English and Arabic. The ideal candidate should demonstrate a proven ability to conceptualize, design, and implement major projects, ensuring quality portfolio performance management. Strong interpersonal skills, the ability to work effectively in a matrix management environment, and experience in coaching and mentoring junior staff are essential. Candidates should also exhibit a high level of integrity, sound business judgment, and the ability to thrive in a fast-paced, multicultural environment.
Educational Background: A Master's degree or higher in a relevant discipline is mandatory for this position.
