Job Overview:
The Partnerships Resource Mobilization (PRM)/Communication and Advocacy Specialist is responsible for developing and strengthening public and private partnerships, mobilizing resources, and implementing advocacy and communication strategies to promote children's rights and UNICEF's mandate. This role involves overseeing the design and implementation of the Business for Results strategy, aimed at achieving key results for children. The specialist will engage with a wide range of partners, including civil society, religious leaders, and the private sector, to enhance resource mobilization and policy influence. The position requires a proactive approach to identifying opportunities for collaboration and innovative financing, as well as a commitment to UNICEF's mission of supporting vulnerable populations, particularly children.

Duties and Responsibilities:
The specialist will provide guidance to the Country Management Team on resource mobilization opportunities, prepare fundraising strategies, and support donor relations activities. Responsibilities include developing and enhancing the understanding of potential and existing donors, seeking new multi-sectoral partnerships, and contributing to the development of communication products to enhance UNICEF's visibility. The role also involves managing funds according to standard operating procedures, preparing mandatory program-related reports, and acting as a focal point for public and private sector donors. The specialist will be responsible for planning, organizing, and supervising a team, ensuring effective communication and collaboration with UNICEF colleagues and external partners.

Required Qualifications:
Candidates must possess an advanced university degree in international relations, political science, communications, international development, or a relevant technical field. A minimum of five years of professional experience in public affairs, program management, resource mobilization, or external relations is required. Candidates should demonstrate strong analytical skills, the ability to develop and implement strategies, and experience in managing complex initiatives. Familiarity with the challenges faced by children in Guinea-Bissau and the broader West African region is advantageous.

Educational Background:
An advanced university degree is required in fields such as international relations, political science, communications, or international development. This educational background is essential for understanding the complexities of resource mobilization and advocacy in the context of UNICEF's mission.

Experience:
A minimum of five years of relevant professional experience is required, particularly in areas related to public affairs, program management, resource mobilization, or external relations. Languages:
Fluency in French and English is mandatory, while knowledge of Portuguese is considered an asset. Familiarity with a local language can also be beneficial, given the context of Guinea-Bissau.
