Job Overview:
As the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, you will play a pivotal role in implementing a robust delegation system that ensures accountability across various responsibilities. Your primary focus will be on strategic and operational planning, ensuring that the organization meets its performance goals. You will oversee the development of a high-quality strategic plan through inclusive processes, monitor its implementation, and ensure that all stakeholders are aligned with the strategic approach. Additionally, you will lead the preparation and execution of the country strategy, ensuring it aligns with the overarching vision and mission of Action contre la Faim. Your role will also involve programming oversight, working closely with the Programme Coordinator to review the impact of ACF's programs and integrate lessons learned into the Country Strategy. You will be responsible for establishing oversight processes to ensure timely and budget-compliant program implementation while identifying and mitigating programmatic risks. Regular engagement with donors during program implementation will be essential, as will the review and development of high-quality proposals that meet donor requirements. You will also be tasked with conducting assessments to inform proposal design and making decisions regarding funding opportunities.

Duties and Responsibilities:
The Country Director will be responsible for a comprehensive set of duties, including but not limited to:
  • Ensuring strategic and operational planning aligns with organizational performance goals.
  • Overseeing the development and implementation of a high-quality strategic plan through inclusive processes.
  • Leading the preparation and updating of the country strategy in alignment with ACF's vision and mission.
  • Collaborating with the Programme Coordinator to lead programming efforts.
  • Reviewing the impact of ACF's programs and integrating lessons learned into the Country Strategy.
  • Establishing appropriate oversight processes and tools for program implementation, ensuring compliance with timelines and budgets.
  • Engaging regularly with donors during program implementation.
  • Reviewing and ensuring the quality of proposals that align with donor priorities.
  • Coordinating proposal development to involve relevant stakeholders. 1

  • Identifying funding opportunities and making go/no-go decisions. 1
  • Maintaining and developing external relations and partnerships, including media relations. 1
  • Ensuring robust security plans are in place and adhered to. 1
  • Managing finance and logistics in collaboration with the HQ ARC department. 1
  • Ensuring compliance with ACF charter, policies, and ethical standards. 1
  • Overseeing the effectiveness and quality of internal control and risk mitigation systems. 1
  • Ensuring compliance with national and international laws and regulations.

Required Qualifications:
Candidates must hold a university degree in international relations, business administration, or management. A minimum of 4 years of experience in similar management positions within humanitarian aid is required, with a preference for candidates who have experience with Action contre la Faim or other international NGOs. Strong skills in strategic vision, leadership, networking, staff management and development, as well as communication and advocacy are essential. Previous experience in Ukraine is highly desirable, and candidates should demonstrate a proven ability to coach teams and manage change effectively.

Educational Background:
The position requires a university degree in a relevant field such as international relations, business administration, or management. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to navigate the complexities of humanitarian aid management and organizational leadership.

Experience:
Candidates should have at least 4 years of relevant experience in management positions within the humanitarian sector. This experience should include a strong background in humanitarian aid, with a preference for those who have worked with Action contre la Faim or similar international NGOs. Experience in coaching teams and managing change is also crucial, as is prior experience in Ukraine, which will provide valuable context for the role.

Languages:
Fluency in both French and English is mandatory for this position, as effective communication in these languages is essential for collaboration and reporting. Knowledge of Ukrainian or Russian is considered a significant asset, enhancing the candidate's ability to engage with local stakeholders and communities effectively.

Additional Notes:
The position offers a fixed-term contract under French legislation for a duration of 12 months. The monthly gross salary ranges from 3572 to 4128 euros, depending on experience, and includes a 13th-month payment. Non-French citizens will receive reimbursement for pension insurance at a rate of 16% of the gross monthly salary. Employees can expect an annual salary increase of 6% after each 12 months of continuous service. Additional benefits include a monthly per diem and living allowance of 504 euros net, a country allowance of 450 euros, and a cold allowance for winter equipment purchases. Child allowances are available at 1500 euros per year per child, with a maximum of 6000 euros per year. Transportation and accommodation costs are covered, and ACF provides comprehensive medical coverage for health and repatriation insurance. Employees are entitled to 25 days of paid leave per year, 20 RnR days, and airfare reimbursement for breaks.
