Job Overview: The National Information Management Officer (NIMO) plays a crucial role in enhancing evidence-based decision-making within the humanitarian sector in Syria. This position involves leading and supporting Information Management (IM) activities in collaboration with sector Information Management Officers (IMOs) and partners. The NIMO will be responsible for the collection, storage, management, analysis, and communication of humanitarian data, which is essential for effective response strategies. The incumbent will also engage in data analysis, coordination of information management efforts, and the production of visual data representations to support the overall mission of OCHA Syria. The role is pivotal in ensuring that high-quality humanitarian data is available and utilized effectively to inform decision-making processes.
Duties and Responsibilities: The duties and responsibilities of the National Information Management Officer include:
Data Analysis: Organizing, designing, and executing evaluations and analyses of datasets using appropriate statistical techniques.
Coordination: Supporting the Information Management Working Group by advocating for data standards, common platforms, and the open exchange of information among stakeholders.
Data Management: Designing, developing, and managing databases, spreadsheets, and other data tools; ensuring the quality of humanitarian data for accuracy, consistency, and comparability; consolidating operational information regularly to support analysis; managing platforms and tools for data collection and analysis, such as KoBo Toolbox.
Visualization: Producing and updating information products, including reports, charts, and infographics, to effectively communicate data insights.
Geographic Information System (GIS) and Map Production: Creating and updating high-quality map products and interactive dashboards to visualize data geographically.
Contributing to the overall efficiency of the OCHA Syria Office by improving business results and client services through effective information management practices.
Required Qualifications: The position requires a master's degree or equivalent in information management, management information systems (MIS), statistics, computer science, computer engineering, information systems, or related fields. Alternatively, a first-level university degree in these fields combined with two years of relevant experience may be considered in lieu of an advanced degree. Candidates must demonstrate a strong understanding of information management principles and practices, as well as the ability to work collaboratively in a team environment.
Educational Background: Candidates must possess a master's degree or equivalent in a relevant field such as information management, management information systems (MIS), statistics, computer science, computer engineering, or information systems. A first-level university degree in these areas, combined with two years of relevant professional experience, may also be acceptable. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.
Experience: The ideal candidate should have a minimum of two years of relevant professional experience in grant information management, data science/analysis, information systems, or information science if holding a bachelor's degree. Those with a master's degree are not required to have prior professional experience. Experience in using Excel, SQL, and database management systems is highly desirable, along with familiarity with GIS tools such as ArcGIS ArcMap and data visualization software like PowerBi. Experience in programming languages such as R or Python and design tools like Adobe Illustrator is also advantageous.
Languages: Fluency in both oral and written Arabic and English is required for this position. This bilingual proficiency is essential for effective communication and collaboration within the diverse humanitarian context in Syria, where multiple stakeholders operate in both languages.
Additional Notes: This position is open exclusively to Syrian Nationals. The role is a fixed-term appointment, and candidates should be aware that continuation beyond the initial 12 months is contingent upon successful completion of a probationary period.
