Job Overview: The Partnerships Specialist will work under the guidance of the UNOPS North Africa Multi Country office (NAMCO) Director, closely coordinating with the Regional Office and the Partnerships Group. The primary responsibility of this role is to develop and implement a comprehensive partnership and program development plan for the countries managed by the Multi Country office or the Headquarters Partnerships Group. This includes analyzing the regional and national development landscape, identifying key partners, and strategically positioning UNOPS in operational niches. The role also involves monitoring humanitarian and development trends to identify collaboration opportunities, contributing to project design and negotiation, and maintaining engagement functionalities in alignment with UNOPS corporate guidelines. The Partnerships Specialist will represent UNOPS in inter-agency meetings and build partnerships with various stakeholders to diversify project opportunities.
Duties and Responsibilities:
Develop and implement a partnership and program development plan aligned with UNOPS Strategic Plan and Regional Strategies, including country context analysis and identification of main partners.
Monitor humanitarian and development trends to identify collaboration areas and provide feedback on framework partnership agreements.
Contribute to project design, formulation, and negotiation, drafting concept notes and project briefs.
Coordinate technical and financial requirements for new project opportunities and draft necessary agreements.
Establish partnerships with UN agencies, governments, and NGOs, participating in inter-agency meetings and strategic planning processes.
Implement standards and tools for effective partnership management and contribute to best practices in project development.
Provide training and capacity building for project managers and Country Coordinators in partnership development and negotiation skills.
Required Qualifications: Candidates must demonstrate integrity and professionalism, accountability, commitment to continuous learning, effective planning and organizing skills, teamwork, and respect for diversity. They should possess strong communication skills, flexibility, adaptability, and a genuine commitment to the principles of voluntary engagement. The ability to operate independently in challenging environments and maintain composure under pressure is essential.
Educational Background: A relevant educational background is required, typically including a degree in international relations, development studies, business administration, or a related field. Advanced degrees may be preferred, depending on the level of the position.
Experience: Candidates should have substantial experience in partnership development, project management, or related fields, ideally within the UN system or similar international organizations. Experience in negotiating agreements and managing stakeholder relationships is crucial, along with a proven track record of successful project implementation.
Languages: Fluency in English is mandatory, and proficiency in French or Arabic is highly desirable, given the operational context of Tunisia and the regions served by UNOPS.
Additional Notes: The assignment is for a duration of 6 months, with the possibility of extension. Volunteers will receive a Volunteer Living Allowance (VLA), which includes a Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents. The position is based in the MCO office in Tunis, Tunisia, and international UN Volunteers are required to obtain an entry visa prior to arrival, followed by a residence permit after arrival. The visa process involves several steps, including obtaining a visa support letter from UNDP Tunisia and applying for a Type C or D entry visa at a Tunisian Embassy or Consulate. The living conditions in Tunisia are generally favorable, with a Mediterranean climate and a relatively high standard of living.
