Job Overview: The Monitoring and Evaluation (M&E) Officer at WFP Ethiopia will play a crucial role in supporting the development and implementation of Monitoring, Review, and Evaluation Plans that align with WFP's corporate standards. This position is vital for generating quality evidence regarding the lives of beneficiaries, which will inform policy, strategy, and design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation. The M&E Officer will coordinate monitoring activities, manage decentralized evaluations, and support thematic, mid-term, and outcome reviews. The role also involves positioning WFP as a reliable partner for governments in building monitoring and evaluation strategies. The officer will actively contribute to the formulation of country monitoring and evaluation strategies and assist in policy development and various initiatives, ensuring that WFP's interventions are evidence-based and effective in addressing the humanitarian and nutritional needs of the population.
Duties and Responsibilities: The M&E Officer will be responsible for a variety of tasks, including but not limited to:
Regularly reviewing and updating project results frameworks to ensure alignment with corporate and donor requirements as well as operational contexts.
Actively participating in the development of the Country Office (CO) Monitoring and Evaluation (M&E) plans that provide relevant and strategic information to achieve expected results as outlined in the Country Strategic Plan (CSP) and the Corporate Results Framework (CRF).
Providing input to the CO budgeting process for M&E costs and advocating for appropriate M&E resources.
Contributing to the formulation of the Country Office M&E Strategies, including theories of change, and supporting their operationalization.
Facilitating evidence-based decision-making on program design and implementation by making M&E findings accessible and developing user-friendly products such as reports and dashboards.
Supporting the CO in addressing recommendations from monitoring findings to ensure follow-up actions are taken.
Building M&E capacity among WFP staff and partners through training and information sharing.
Overseeing the implementation of monitoring activities for CSP program activities.
Contributing to the regular review and updates of M&E tools. 1

Supporting the development of inter-agency M&E systems that align with national priorities. 1
Integrating protection and gender perspectives in all areas of work. 1

Required Qualifications: Candidates must possess a strong understanding of monitoring and evaluation principles and practices, particularly in the context of humanitarian assistance. They should demonstrate proficiency in data analysis and reporting, as well as experience in developing M&E frameworks and tools. Strong communication skills, both written and verbal, are essential, along with the ability to work collaboratively in a team environment. Familiarity with WFP's corporate standards and policies is advantageous. Candidates should also exhibit a commitment to gender equality and the inclusion of marginalized groups in all aspects of their work.
Educational Background: A minimum of a bachelor’s degree in a relevant field such as social sciences, statistics, international development, or a related discipline is required. A master’s degree in a relevant field is preferred and may be considered an asset.
Experience: Candidates should have at least three years of professional experience in monitoring and evaluation, preferably within the humanitarian or development sectors. Experience working with international organizations or NGOs is highly desirable. Familiarity with the specific challenges and contexts of Ethiopia's humanitarian landscape will be an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Amharic is considered an asset and may enhance communication with local stakeholders.
