Job Overview:
The International GRPB Consultant will play a crucial role in supporting the institutionalization of gender-responsive planning and budgeting (GRPB) within key government ministries and civil society organizations in Papua New Guinea. This position involves working closely with a National Consultant and engaging with various stakeholders, including government representatives and civil society, to enhance the integration of gender considerations into planning and budgeting processes. The consultant will be responsible for conducting assessments, developing training materials, and facilitating capacity-building workshops aimed at improving the understanding and application of GRPB principles among parliamentarians, government officials, and civil society representatives. The overarching goal is to increase access to essential services and justice for individuals experiencing gender-based violence and to foster advocacy efforts to end such violence in communities.

Duties and Responsibilities:
  • Conduct a comprehensive desk review and submit an inception report detailing methodology, tools, and work plan.
  • Assess institutional capacities for GRPB among parliamentarians, government stakeholders, and civil society, identifying entry points and best practices.
  • Organize tailored capacity-building activities for parliamentarians, key government ministries, and civil society representatives, including the development of training materials and conducting workshops.
  • Establish a monitoring mechanism aligned with existing government frameworks to track budget allocations and expenditures related to gender policy implementation.
  • Prepare and submit a final report summarizing the consultancy activities, results, and recommendations for future GRPB interventions in Papua New Guinea.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in public administration, social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an added advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, as well as capacity-building and facilitation skills. Knowledge of public finance management processes and policies is essential, along with strong networking and coordination skills.

Educational Background:
A Master’s degree or equivalent in relevant fields such as public administration, social sciences, human rights, gender/women’s studies, or international development is required. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted. A project/programme management certification is a plus.

Experience:
The position requires a minimum of 2 years of relevant experience in central government finance policies and processes, including budgeting methodologies at national or sub-national levels. Additionally, candidates should have at least 5 years of professional experience in gender-responsive budgeting application at either the national or regional level. Experience in designing and delivering training programs on gender equality and gender mainstreaming in policy-making and budgeting is essential. Familiarity with the Pacific region and experience working within the UN system are considered assets.

Languages:
Excellent verbal and written proficiency in English is mandatory. Proficiency in Pidgin (PNG) is considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
The consultancy is both office-based and home-based, requiring intermittent presence at UN Women premises in Port Moresby. The consultant will be expected to travel to the field for meetings and workshops, with a maximum of two trips to Port Moresby and up to 30 days of fieldwork. The payment schedule is structured based on the completion of specific tasks, with a total of 100% payment distributed across various deliverables.
