Job Overview:
The Knowledge Management and Learning Specialist will play a critical role in institutionalizing evidence-based decision-making within the FAO Country Office in the Philippines. This position is responsible for ensuring that knowledge generated from the Country Programming Framework (CPF) and UN Info implementation is effectively captured, synthesized, and shared. The Specialist will lead the development and implementation of a Knowledge Management (KM) and Learning Strategy that aligns with project Monitoring and Evaluation (M&E) plans and corporate FAO KM frameworks. The role involves strengthening internal learning systems, facilitating knowledge flow between FAO, UN agencies, and implementing partners, and promoting adaptive programming and informed policy dialogue. The Specialist will also serve as the focal point for the utilization of the FAO Management System within the Country Office.
Duties and Responsibilities:
The duties and responsibilities of the Knowledge Management and Learning Specialist include: developing and implementing a KM and Learning Strategy; assessing current knowledge management practices and identifying gaps; developing standardized reporting templates; coordinating with service providers for the development of M&E and KM systems; co-developing analytical tools and data visualization dashboards; designing and facilitating learning loops and communities of practice; capturing and disseminating good practices and lessons learned; maintaining a knowledge repository and searchable project database; collaborating with project M&E focal points; ensuring integration of Gender Equality, Disability, and Social Inclusion (GEDSI) and Environmental and Social Safeguards (ESS) into KM approaches; supporting the mainstreaming of environmental and social management frameworks; designing and delivering capacity-building activities; developing strategic knowledge products; institutionalizing learning systems across the country office; and strengthening integration of FAO Philippines’ contributions to UNSDCF outcomes.
Required Qualifications:
Candidates must possess a university degree in Statistics, Economics, Agriculture, Fisheries, or related fields. A minimum of 5 years of relevant experience in monitoring, evaluation, accountability, and learning, as well as data analysis and information management, is required. Candidates should have a working knowledge of English and be nationals of the Philippines. Familiarity with FAO operational procedures is considered an advantage, and excellent written and oral communication skills in both English and Tagalog are essential.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Statistics, Economics, Agriculture, or Fisheries. Candidates must have obtained their higher educational qualifications from institutions accredited or recognized in the World Higher Education Database (WHED).
Experience:
The position requires at least 5 years of relevant experience in areas such as monitoring, evaluation, accountability, learning, data analysis, and information management. Candidates should demonstrate a strong background in these fields to effectively fulfill the responsibilities of the role.
Languages:
A working knowledge of English is mandatory for this position. Proficiency in Tagalog is also required, as it is essential for effective communication within the local context. Additional language skills may be considered an asset but are not explicitly required.
